Responsibilities

Noblis ESI is seeking a Strategic Communications Advisor in Chantilly VA .

The advisor will develop and execute communications and stakeholder-engagement strategies that advance mission objectives, strengthen organizational alignment, and improve understanding of complex capabilities and priorities. The successful candidate will combine excellent communications skills with substantial knowledge of the Intelligence Community, Department of War, national security space missions, relevant systems and processes, and the needs and concerns of a diverse customer and stakeholder community.

The advisor will work closely with senior leaders, technical experts, program personnel, and customer organizations to translate complex technical and operational information into clear, accurate, compelling, and audience-appropriate communications.

Responsibilities Include:
  • Lead the development and implementation of strategic communication and stakeholder-engagement plans aligned with mission objectives, leadership priorities, and key initiatives.
  • Serve as a trusted communications advisor to the customer's senior leadership on messaging, audience considerations, communication risks, and engagement opportunities.
  • Develop a thorough understanding of customer organizations, missions, priorities, concerns, and information needs, and incorporate that understanding into communication strategies and products.
  • Translate complex technical, acquisition, operational, and mission information into accessible and compelling narratives for executive, technical, operational, and external audiences.
  • Oversee the creation of a wide range of executive communication products, including briefings, talking points, and digital content, ensuring alignment with strategic goals and brand voice.
  • Develop digital mission-storytelling content for immersive and collaborative presentation environments using platforms such as Alleo.
  • Work with technical subject-matter experts to ensure that communication products accurately represent relevant systems, capabilities, processes, mission contributions, and operational value.
  • Coordinate messaging across customer organizations and with Intelligence Community, Department of War, industry, and other mission partners.
  • Plan and support leadership engagements, demonstrations, visits, outreach activities, and major communication initiatives.
  • Establish measures of effectiveness, collect stakeholder feedback, and recommend improvements to communication and engagement strategies.
  • Support crisis and sensitive-issue communication planning and response.
  • Ensure that communication activities and products comply with classification, security, disclosure, records-management, and other applicable requirements.


Required Qualifications

  • Active Top Secret/SCI clearance with a Counterintelligence (CI) Polygraph.
  • US Citizenship is required.
  • Bachelor's degree and 12 years of experience OR Master's degree and 10 years of experience OR PhD and 8 years of experience OR Associate's degree and 14 years of experience OR HS diploma/GED and 16 years of experience.
  • Demonstrated experience developing strategic communications for senior leaders in the Intelligence Community, Department of War, national security, aerospace, or a comparable mission environment.
  • Exceptional writing, editing, briefing, presentation-development, and verbal communication skills.
  • Ability to understand complex technical and mission subjects and communicate them effectively to audiences with differing levels of expertise.
  • Experience engaging diverse stakeholder groups, identifying their needs and concerns, and adapting communication strategies accordingly.
  • Visual storytelling and content design with proven expertise in developing digital content and interactive narratives utilizing infinite canvas and collaboration tools (e.g., Miro, Mural, Figma, Alleo, Prezi).
  • Executive-level presentation capability to architect multimodal briefing spaces and translate complex mission concepts into clear, strategic narratives for executive stakeholders.
  • Travel up to 10% within US.
  • Lift up to 30 lbs, walk, bend, drive.

Desired Qualifications

  • Demonstrated knowledge of NRO missions, systems, organizations, acquisition and operational processes, and stakeholder relationships.
  • Broad awareness of the needs, priorities, and concerns of national security space customers and mission partners across the Intelligence Community and Department of War.
  • Experience supporting intelligence, surveillance, and reconnaissance capabilities or related mission areas.
  • Experience supporting executive communications, senior-level visits, capability demonstrations, or major stakeholder engagements.
  • Familiarity with communication measurement, audience research, and stakeholder-feedback methods.
  • Sound judgement and discretion when working with sensitive or classified information.
  • Ability to manage multiple high-priority assignments in a fast-paced, mission-focused environment.
  • Demonstrated ability to work effectively with senior leaders, technical experts, program offices, operational organizations, and communication professionals.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.
