The Management Analyst - Journeyman provides training program analysis and management support to the USSTRATCOM National Airborne Operations Center (NAOC) Training Office.
This position applies E-4B Battle Staff service and recent mission knowledge to training plans, reporting, and improvement. It also provides individual and collective training support, not just administrative work.
The ideal candidate translates operational experience and training feedback into accurate analysis, recommendations, and documentation for Government review.

Duties and Responsibilities
• Assist Annual Training Plan development, NAOCMAN 9-2 revisions, and computer-based training coordination, updates, and scheduling.
• Analyze training feedback and identify proposed changes to training emphasis, performance objectives, standards, and supporting materials.
• Provide lessons-learned and deficiency data to the Government training directorate, which maintains the training database.
• Assemble assigned technical-report, monthly status, man-hour and funds, and quarterly program-review inputs; track work completed, issues, and planned activities.
• Support all individual and collective training functions, including initial and recurring training preparation and integrated team activities.
• Assist certification/evaluation preparation and Nuclear Planning and Execution System (NPES) scenario coordination. Government personnel conduct performance evaluation and assessment.
• Track training actions and product updates; coordinate with the Team Lead and Government; support records turnover and knowledge transfer.
• Transport classified material between during designated events after required courier training.

Minimum Qualifications
• A minimum of three years of NAOC Battle Staff experience, including at least three years within the last seven calendar years, plus an additional five years of demonstrated relevant experience within USSTRATCOM or the National Military Command System (NMCS).
• Required recency may be demonstrated through Operational Team service or a former NAOC Battle Staff member training Operational Team members.
• Prior operational NAOC Battle Staff service on the E-4B platform.
• United States citizenship and a current Top-Secret clearance with NC2/ESI, SCI, and SAP access eligibility.
• On-site availability, 7:00 a.m.-3:30 p.m., Monday-Friday, with coordinated mission or exercise adjustments.
• Ability to provide mission-essential support, travel within CONUS, and complete required security, courier, in-processing, and annual training.

Required Knowledge, Skills, and Abilities:
• Skills to plan and prepare Watch Officer and Emergency Actions training, including Survivable Mobile Command Center Central Manager and Federal Emergency Management Agency support operations.
• Training-support skills for Communications, Strategic Operations/Presidential Strike Advisor, and Current Operations/Surveillance Officer, Section Head, and Residual Capabilities Assessment.
• Skills to support Intelligence and Team Chief training, executive-level familiarization with other Battle Staff responsibilities, and collective onboard voice, data, video, and NPES training.
• Ability to apply Instructional System Design principles and NAOC Joint Mission Essential Task standards to training products.
• Ability to safeguard classified information, perform authorized courier duties, and deliver accurate training and reporting products.

Preferred Qualifications
• Previous SAP access experience relating to the NC3 community.
• Depth contributing to mandatory team coverage in ISD/training, NPES/Integrated Tactical Warning and Attack Assessment, Watch Officer, Strategic Operations, Current Operations, Emergency Actions, Intelligence, and NMCS.
• NAOC communications expertise contributing to collective coverage, or user-approved equivalents: FAB-T, LF/VLF, SHF, LOS RF, terrestrial networks, WGS, Single Channel Transponder, INMARSAT, AFSATCOM, AEHF familiarity, and Ka/Ku/X bands.

Salary range $115,000 to $145,000 annually
