About the Program
Program Executive Office Submarines, Program Manager for the Virginia-Class Submarine (PMS 450), is responsible for the acquisition of the U.S. Navy's Virginia-Class attack submarines. PMS 450 identifies, assembles, manages, directs, and coordinates the resources required for research and development, design, construction, Test and Evaluation (T&E), Live Fire Test and Evaluation (LFT&E), and fleet introduction.
PMS 450 is also responsible for developing and deploying an affordable, nuclear-powered attack submarine with multi-mission capabilities and enhanced performance in littoral environments. Virginia-Class submarines support five of the Navy's six core maritime capabilities: Deterrence, Maritime Security, Sea Control, Forward Presence, and Power Projection.
The Opportunity
Serco North America is seeking a motivated professional to provide programmatic support to a NAVSEA customer within PMS 450, the Virginia-Class Submarine Program Office.
In this role, you will support the implementation of the Virginia-Class Submarine Program Office's International Liaison Plan and contribute to the Australia-United Kingdom-United States (AUKUS) submarine program engagement effort. You will work closely with U.S. Navy organizations, international partners, and NAVSEA directorates to support strategic international engagement and acquisition and program management activities.

In this role, you will:
- Support implementation of the Virginia-Class Submarine Program Office and AUKUS Submarine Program International Liaison Plan.
- Serve as the primary customer-facing representative for the program.
- Lead and coordinate activities across multiple organizations and stakeholders to drive program execution.
- Plan, prioritize, and coordinate work in support of program objectives beyond meeting and engagement support.
- Provide strategic guidance and influencing program decisions related to AUKUS and international partner engagement.
- Assume broader ownership of program execution, deliverables, and outcomes rather than primarily supporting coordination and liaison activities.
- Coordinate, support, and participate in U.S.-led international meetings and engagements with foreign allies and partners.
- Collaborate with international partners, the Navy International Program Office, and NAVSEA directorates to advance program objectives.
- Ensure compliance with applicable international agreements, including International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR) and related Commerce restrictions.
- Support the Submarine Superiority Project, including submarine sensor and processing systems and associated international engagement activities.
- Translate complex technical information into clear, concise, and effective communication products for a variety of audiences.
- Develop and deliver communications using Microsoft Office and other relevant applications and tools.
- Monitor customer and partner trends to identify strategic engagement opportunities and support program objectives.
- Work collaboratively across organizations while independently managing multiple priorities and competing deadlines.
To be successful in this role, you will have:
- Must possess an active Secret security clearance.
- Bachelor's degree; engineering or another technical discipline preferred.
- Minimum 5 years of professional experience supporting the Department of War (DoW), U.S. Armed Services, or related defense organizations.
- Strong Microsoft Office skills, particularly Microsoft Excel and PowerPoint.
- Demonstrated ability to work effectively both independently and as part of a team.
- Ability to manage multiple priorities and deliver high-quality work under short and competing deadlines.
- Ability to travel approximately 10% of the time.
Additional desired experience and skills:
- Prior active-duty experience in the U.S. Navy submarine community.
- Experience as a submarine Junior Officer.
- Professional experience supporting the U.S. Navy, particularly Team Submarine or submarine-related programs.
- Experience supporting strategic international engagements within the Navy or Department of War.
- Working knowledge of ITAR and EAR requirements.
- Knowledge of DoW policies and NAVSEA/Team Submarine policies, processes, and procedures.
