Job Description

Duties

  • You will plan, schedule, and conduct comprehensive, periodic scheduled and unscheduled explosive safety inspections, assessments, and evaluations.
  • You will survey complex facilities, operating ranges, and logistical operations to evaluate compliance with Federal, State, DoW, Navy, Air/Space Force, and SSP safety requirements.
  • You will conduct detailed risk assessments, recommends specific corrective actions, and designs hazard control measures for complex safety deficiencies.
  • You will perform reviews of all proposed facility modifications that are encumbered by or generate ESQD arcs, as well as all requests for deviations, to ensure compliance with safety directives.
  • You will inspect all explosive operating buildings, magazines, and workplaces to enforce compliance with explosive safety, NAVOSH, and AFOSH standards.
  • You will develop, plan, and lead the annual Explosive Safety Self-Assessment (ESSA) program evaluation team, selecting multi-departmental experts to conduct comprehensive audits and communicate program effectiveness to local and higher headquarters.

Qualifications

For NH-03 : Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-02 (GS-11 equivalent), in the Federal service or equivalent experience in the private or public sector : Managing lifecycle explosive safety and hazard control programs for aerospace, energetic, or ballistic missile systems; conducting risk assessments and explosive safety site planning (ESSP) to mitigate operational hazards; and ensuring compliance with federal and DoW safety directives to meet mission requirements.

For NH-02 :Your resume must demonstrate at least three years of general experience, one year of which was equivalent to the (GS-04) grade level or pay band (NH-1) in the Federal service or equivalent experience in the private or public sector. General experience must demonstrate the ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions, plan and organize work AND communicate effectively orally and in writing.

Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities (KSA's) necessary to perform the duties of the position to be filled. Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other nonspecialized tasks) is not creditable. Trades or crafts experience appropriate to the position to be filled may be creditable for some positions.

Successful completion of a 4-year course of study leading to a bachelor's degree

This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Term appointments may be extended up to 8 years at the discretion of management and in accordance with applicable regulations. Additionally, you may be noncompetitively converted to a permanent career-conditional or career appointment under specific conditions.
