The Senior Business Analyst / Business Process Architect will lead requirements elicitation, business-process analysis, and workflow modernization efforts supporting U.S. Fish and Wildlife Service (USFWS) International Affairs. The role will work closely with program, scientific, legal, and technical subject-matter experts to document business needs, analyze current and future-state processes, and translate requirements into clear, actionable specifications for development teams.
The ideal candidate will have extensive experience in business analysis and process architecture, with strong hands-on expertise in BPMN 2.0, requirements traceability, process improvement, acceptance criteria, and translating complex business requirements into technical specifications.

Key Responsibilities
- Lead requirements-gathering workshops and discovery sessions with program, scientific, legal, and technical subject-matter experts.
- Elicit, analyze, document, validate, and manage functional and nonfunctional requirements.
- Establish and maintain unique requirement IDs, sources, rationale, priorities, dependencies, and traceability.
- Develop clear and deterministic acceptance criteria, including Given/When/Then scenarios.
- Develop and maintain comprehensive Requirements Traceability Matrices (RTMs).
- Analyze and document current-state and future-state business processes and value streams.
- Identify and quantify process delays, bottlenecks, rework, handoffs, inefficiencies, and non-value-added activities.
- Identify opportunities for workflow optimization, automation, standardization, and modernization.
- Develop detailed BPMN 2.0 process models representing business workflows, roles, activities, decisions, exceptions, and system interactions.
- Define BPMN process pools, lanes, events, gateways, activities, and exception paths.
- Develop DMN (Decision Model and Notation) decision logic where applicable.
- Document business rules, decision points, dependencies, and exception-handling requirements.
- Translate business requirements and process models into inputs for Product Requirements Documents (PRDs) and technical specifications.
- Define business, functional, and data requirements for forms and user-facing workflows.
- Support RJSF (React JSON Schema Form) form and JSON-schema specifications.
- Define requirements for APIs, interfaces, data exchanges, and system integrations.
- Support OpenAPI, JSON, schema, and data-model requirements in collaboration with technical teams.
- Work closely with developers, architects, data teams, and QA professionals to clarify requirements and resolve ambiguities.
- Ensure requirements are sufficiently detailed, unambiguous, testable, and actionable for both human development teams and AI-assisted coding agents.
- Review delivered functionality against documented requirements and acceptance criteria.
- Maintain requirements, process models, business rules, and supporting documentation throughout the project lifecycle.
- Facilitate stakeholder reviews and obtain agreement on requirements, workflows, and future-state processes.
- Support Agile planning activities, including user stories, backlog refinement, sprint planning, and requirements clarification.
- 8-12+ years of experience as a Senior Business Analyst, Business Process Analyst, Systems Analyst, Process Architect, or similar role.
- Extensive hands-on experience with BPMN 2.0 for business-process modeling and workflow documentation - must-have.
- Strong experience eliciting and documenting complex business and system requirements.
- Experience developing functional and nonfunctional requirements and detailed acceptance criteria.
- Strong experience with requirements traceability and Requirements Traceability Matrices (RTMs).
- Experience developing Agile user stories and Given/When/Then acceptance criteria.
- Strong business-process analysis and process-improvement experience.
- Experience analyzing current-state and future-state processes and identifying opportunities for workflow modernization.
- Strong understanding of business rules, process flows, decision points, exception handling, and workflow dependencies.
- Ability to work directly with developers, solution architects, technical teams, and business stakeholders.
- Understanding of APIs, JSON, schemas, data models, and system interfaces.
- Ability to translate business requirements into clear technical and implementation-oriented specifications.
- Strong written and verbal communication, facilitation, analytical, and problem-solving skills.
- Hands-on experience with DMN (Decision Model and Notation) and business decision modeling.
- Experience working with RJSF, JSON Schema, or similar form/schema technologies.
- Experience working with OpenAPI specifications and API/interface requirements.
- Experience supporting complex workflow, case-management, permitting, licensing, or regulatory systems.
- Experience in federal government or regulatory environments.
- Experience supporting government technology modernization initiatives.
- Experience working with environmental, natural-resource, scientific, or international-affairs programs.
- Familiarity with Agile/Scrum development methodologies and modern software-development practices.
- Experience working in projects involving AI-assisted software development or translating requirements into specifications suitable for AI coding agents.
- Experience with process-improvement methodologies, value-stream mapping, Lean, or similar approaches.
- Experience working across multidisciplinary teams involving business, legal, scientific, technical, and operational stakeholders.
