We are seeking an experienced IT Manager to lead and support enterprise-wide information technology, cybersecurity, infrastructure, and strategic IT initiatives supporting U.S. Navy operations.

The IT Manager will be responsible for managing the execution of the enterprise IT strategy and ensuring technology systems, cybersecurity capabilities, and IT operations align with program objectives and mission requirements. This position requires a strong combination of technical expertise, cybersecurity experience, Government/DoD compliance knowledge, and IT team leadership.
What You'll Be Doing:
  • Manage and support enterprise-wide information systems, cybersecurity initiatives, and IT strategic planning and design.
  • Support the system-level Navy Authority to Operate (ATO) process, including:
    • Hardening system components
    • Developing and providing system testing artifacts
    • Completing Security Technical Implementation Guides (STIGs)
    • Conducting ACAS/Nessus vulnerability scans
    • Performing policy reviews
    • Supporting VRAM reporting
    • Ensuring CTO compliance
    • Developing and maintaining network topology diagrams
  • Protect the integrity and security of organization-wide data, proprietary information, intellectual property, and other sensitive information.
  • Implement and manage cybersecurity technologies, including firewalls, data encryption solutions, and other security controls.
  • Manage and support virtual servers, virtual networks, failover clusters, hyper-converged infrastructure, and hybrid cloud technologies.
  • Lead, supervise, and develop IT staff while maintaining the appropriate combination of business knowledge, technical skills, and competencies necessary to support mission requirements.
  • Balance organizational agility and evolving business needs with the reliability, stability, security, and efficiency of core IT functions.
  • Develop, implement, and maintain disaster recovery and continuity-of-operations plans for networks and information systems.
  • Implement preventive and resiliency measures, including failover and replication technologies, to maintain continuity of operations during outages or cybersecurity incidents.
  • Ensure IT systems and operations comply with applicable Government regulations, policies, and best practices related to threat mitigation, privacy, records retention, export compliance, cybersecurity, and systems management.
  • Collaborate with Government representatives, program leadership, cybersecurity personnel, and technical stakeholders to ensure IT capabilities support mission requirements.
What You'll Need to Succeed:
  • Post-graduate degree in Computer Science, Information Technology, Cybersecurity, or a related technical discipline and a minimum of eight (8) years of progressively responsible IT experience; OR a minimum of fifteen (15) years of qualifying IT-related experience in lieu of the degree.
  • Qualifying experience must include increasing levels of responsibility in the management and support of enterprise-wide information systems, cybersecurity, and IT strategic planning and design.
  • Experience must include a strong background in information security, including protecting organization-wide data, proprietary information, intellectual property, and sensitive information.
  • Demonstrated experience supporting the Navy Authority to Operate (ATO) process, including system hardening, STIG compliance, ACAS/Nessus vulnerability scanning, testing artifacts, policy reviews, VRAM reporting, CTO compliance, and network topology documentation.
  • Demonstrated experience implementing and utilizing cybersecurity technologies such as firewalls and data encryption solutions.
  • Thorough understanding of virtual servers, virtual networks, failover clusters, hyper-convergence, and hybrid cloud technologies.
  • Demonstrated supervisory experience successfully leading, managing, and developing IT personnel.
  • Demonstrated experience developing and managing disaster recovery and continuity-of-operations plans.
  • Experience implementing preventive measures such as failover and replication technologies.
  • Extensive understanding of Government regulations, policies, and best practices related to threat mitigation, privacy, records retention, export compliance, cybersecurity, and systems management.
Certification Requirements
  • Must currently have and maintain an IAT Level II certification in accordance with applicable DoD 8570/8140 Baseline Certification requirements.
  • Must obtain applicable certification or training for the operating systems supported by the position within six (6) months.
  • As a member of the Cybersecurity Workforce (CSWF), must provide proof of at least 20 hours of Continuing Education Credits annually to the CSWF Program Manager.
