Job Description
GovCIO is currently hiring for a Project Manager/Technical Lead to support U.S. Navy training and curriculum modernization efforts. This position will be located in Virginia Beach, VA and will be an on-site position with remote options avaialble.

This position is ideal for a technically skilled leader who is comfortable managing schedules and deliverables while also contributing directly to software and multimedia development. Responsibilities

This position is ideal for a technically skilled leader who is comfortable managing schedules and deliverables while also contributing directly to software and multimedia development. Key responsibilities include:
- Lead day-to-day project execution, production scheduling, workload coordination, and delivery activities.
- Serve as the primary on-site liaison with the Government Technical Point of Contact (TPOC) and other customer stakeholders.
- Coordinate requirements, priorities, schedules, technical issues, and deliverable status with Government representatives.
- Provide hands-on quality assurance and technical review of curriculum, multimedia, and software products prior to Government delivery.
- Monitor production progress, identify schedule or technical risks, and coordinate corrective actions as necessary.
- Support approximately 600 hours annually of program management, quality assurance, and customer liaison activities.
- Perform direct technical production and development activities as part of the project team.
- Develop and maintain interactive training solutions using native HTML5, XML, JavaScript, and related web technologies.
- Support development and integration of 3D avatars and other interactive multimedia components.
- Collaborate with Instructional Designers and multimedia developers to translate instructional requirements and storyboards into technically sound training products.
- Support Learning Management System (LMS) integration and delivery of SCORM-compliant training products.
- Ensure products comply with applicable Navy, NAVEDTRA, contract, technical, and quality requirements.
- Facilitate communication across instructional design, multimedia development, software development, LMS integration, and QA activities.
- Maintain project documentation, production status information, quality records, and other required program artifacts.
Qualifications
Bachelor's with 5 - 8 years (or commensurate experience)
Required Skills and Experience
- Clearance Required: Secret
- Relevant professional experience sufficient to meet or exceed applicable contract labor-category requirements.
- Experience managing technical, multimedia, software development, instructional technology, or related projects.
- Demonstrated ability to lead cross-functional teams while remaining actively involved in technical production.
- Hands-on experience with HTML5, XML, and JavaScript.
- Experience developing or supporting web-based and interactive digital training products.
- Experience performing quality assurance or technical reviews of complex deliverables.
- Strong organizational, scheduling, communication, and customer-facing skills.
- Ability to communicate technical issues clearly to both technical and non-technical stakeholders.
- Ability to work independently, manage competing priorities, and support multiple concurrent production activities.
- Ability to obtain and maintain the required Public Trust access necessary to access Navy networks and training systems.
- Ability to work on-site in the Virginia Beach, Virginia area and attend required in-person customer meetings.
Preferred Skills and Experience
- Previous experience supporting the U.S. Navy, Department of Defense, or another Federal Government customer.
- Experience with Navy training development or modernization programs.
- Familiarity with NAVEDTRA training requirements and standards.
- Experience with SCORM-compliant training products and Learning Management Systems.
- Experience with Adobe Captivate or comparable interactive authoring tools.
- Experience with 3D avatar development, interactive simulations, or advanced multimedia training products.
- Familiarity with Government Content Acceptance Testing (GCAT) or similar training-product testing and validation processes.
