Endurion is seeking an HR & Recruiting Program Leader to serve as the dedicated HR and recruiting leader for a large Government Contracting (GovCon) program. This position will provide direct HR and recruiting leadership to the program workforce and serve as a trusted advisor to program leadership on workforce planning, staffing, employee relations, retention, and organizational effectiveness.
The HR & Recruiting Program Leader will work closely with senior program leadership to develop and execute workforce strategies aligned with contractual requirements and mission objectives. The position will oversee recruiting and staffing efforts, advise leadership on workforce and employee matters, and coordinate with corporate HR, recruiting, security, and other internal functions to ensure the program has the personnel and support required for successful execution.
This position is specifically intended for an HR or recruiting leader who has previously supported a large government contracting program in a dedicated program capacity while employed by a government contractor. The ideal candidate has experience working directly with a program workforce and program leadership rather than serving solely in a corporate HR function or within a government organization.
U.S. citizenship is required. Candidates must possess an active U.S. Government Secret security clearance or be eligible to obtain and maintain a Secret security clearance as required for contract performance. This position is contingent upon contract award.
Essential Duties and Responsibilities
• Serve as the primary HR and recruiting leader supporting a large Government Contracting program.
• Partner with senior program leaders to develop and execute workforce strategies that support contractual requirements, operational objectives, and mission success.
• Advise program leadership on workforce planning, organizational structure, staffing requirements, employee relations, retention, and other HR matters.
• Lead program recruiting and staffing efforts, ensuring positions are effectively sourced, qualified candidates are identified, and workforce requirements are met.
• Develop and maintain recruiting strategies and pipelines to support current and anticipated program staffing requirements.
• Leverage workforce and recruiting data to identify trends, staffing risks, retention concerns, and opportunities for improvement.
• Serve as a trusted advisor to program leadership, providing practical HR guidance and recommendations on complex workforce issues.
• Oversee employee lifecycle activities supporting the program, including onboarding, employee relations, performance management, internal movement, retention, and offboarding.
• Partner with corporate HR and other functional leaders to ensure program requirements are addressed while maintaining clear ownership of program-level HR support.
• Lead, develop, and provide oversight to HR and recruiting personnel supporting the program, as applicable.
• Continuously evaluate HR and recruiting practices to improve workforce effectiveness, employee experience, staffing outcomes, and program support.
• Support program mobilization, transition, workforce expansion, and other activities associated with contract execution and changes in program requirements.
• Monitor and report workforce metrics, staffing levels, recruiting activity, turnover, and other key indicators to program leadership.
• Ensure HR activities comply with applicable laws, regulations, contractual requirements, security requirements, and company policies.
• Perform other duties as assigned.
Minimum Requirements
• Bachelor's degree in a relevant field of study.
• 10+ years of relevant professional experience in human resources, recruiting, workforce management, or a related field.
• Demonstrated experience directly supporting a large Government Contracting program while employed by a government contractor.
• Prior experience serving in a dedicated HR and/or recruiting leadership capacity for a large contractor-supported government program.
• Experience partnering directly with Program Managers and senior program leadership on workforce strategy, staffing, employee relations, and organizational matters.
• Experience supporting large, geographically dispersed, or workforce-intensive government programs.
• Strong understanding of HR practices, workforce planning, employee relations, talent acquisition, and organizational effectiveness.
• Demonstrated ability to operate independently within a program environment while coordinating with corporate HR and other enterprise functions.
• Active U.S. Government Secret security clearance or eligibility to obtain and maintain a Secret security clearance as required for contract performance.
Preferred Skills and Qualifications
• Master's degree in Human Resources, Business Administration, Organizational Leadership, or a related field.
• PHR, SPHR, SHRM-CP, SHRM-SCP, or comparable HR/recruiting certification.
• Experience serving as the dedicated HR and/or recruiting leader for a large-scale DoD or federal government contracting program.
• Experience supporting programs with large, geographically dispersed, or multi-site workforces.
• Experience supporting contract transitions, mobilization, recompetes, incumbent capture, or significant workforce expansion.
• Experience supporting cleared government contractor workforces.
• Experience in defense, national security, or other mission-focused Government Contracting environments.
• Experience leading and developing HR and/or recruiting teams.
• Strong understanding of the relationship between program execution, contractual staffing requirements, workforce readiness, and employee retention.
