Position Overview
We are seeking an experienced Roofing Engineer to provide technical oversight of roofing and building enclosure systems throughout the design, construction, testing, and acceptance phases of construction projects. This position is responsible for ensuring roofing and enclosure systems are installed, tested, and operating in accordance with design intent, contract requirements, and applicable building codes and industry standards.
The ideal candidate will have experience reviewing design documents, evaluating contractor submittals, conducting inspections, supporting testing activities, and providing final certification of system acceptability for roofing and building enclosure systems.
Key Responsibilities
Provide technical oversight of roofing and building enclosure systems throughout pre-award, construction, commissioning, and final project acceptance.
Perform comprehensive reviews of architectural and engineering design documents, plans, specifications, calculations, and technical reports related to roofing and building enclosure systems.
Review construction contractor submittals, shop drawings, product data,
Requests for Information (RFIs), and other technical documentation for compliance with project requirements and design intent.
Verify that roofing, waterproofing, façade, exterior wall, glazing, insulation, and building enclosure systems are installed in accordance with approved designs and contract requirements.
Support quality assurance and quality control activities for roofing and building enclosure systems.
Conduct or witness inspections, field testing, mock-ups, water infiltration testing, and performance testing of enclosure systems.
Evaluate deficiencies identified during inspections and testing and recommend corrective actions.
Prepare technical reports, inspection findings, review comments, and acceptance documentation.
Support final certification of roofing and building enclosure system acceptability.
Coordinate with project managers, architects, engineers, contractors, consultants, commissioning agents, and government representatives throughout project execution.
Identify constructability concerns, installation deficiencies, and technical risks that may affect project performance.
Maintain complete and accurate records of design reviews, inspections, testing activities, and acceptance documentation.
Ensure compliance with applicable building codes, project specifications, roofing industry standards, and building enclosure best practices.
Required Qualifications
10+ years of professional experience in architecture, engineering, building enclosure consulting, roofing systems, construction quality assurance, or a related discipline.
Minimum 5 years of experience supporting pre-award activities for construction projects.
Demonstrated experience with:
Roofing system design reviews
Building enclosure system evaluations
Construction contractor submittal reviews
Field inspections and testing
Quality assurance and systems acceptance
Final system acceptance and certification
Bachelor's degree in:
Engineering
Architecture
Education Equivalency
The bachelor's degree requirement may be waived for candidates who possess one of the following professional licenses:
Professional Engineer (PE)
Registered Architect (RA)
Required Licensure
Candidates must possess one of the following:
Professional Engineer (PE)

Preferred Qualifications
Experience supporting federal, Department of Defense (DoD), military, healthcare, higher education, institutional, or commercial construction projects.
Experience with roofing systems, waterproofing, air barriers, vapor barriers, curtain walls, windows, glazing systems, exterior wall assemblies, and other building enclosure components.
Experience performing enclosure commissioning, building envelope assessments, or forensic investigations.
Knowledge of roofing and enclosure performance testing, moisture management, and waterproofing principles.
Familiarity with International Building Code (IBC), Unified Facilities Criteria (UFC), ASTM testing standards, NRCA guidelines, and other applicable industry standards.
Experience coordinating multidisciplinary engineering, architecture, and construction teams.
Strong analytical, technical writing, organizational, and communication skills.
Work Locations: Positions may be available at military installations throughout the National Capital Region, including Washington, D.C., Maryland, and Virginia.
