Job Description

Position Overview

We are seeking an experienced Senior Quality Assurance Manager to provide pre-award and post-award design quality assurance services for complex construction projects exceeding $45 million in estimated construction costs. This role is responsible for ensuring design quality, technical compliance, constructability, and consistency throughout the design and construction process, including the review of design deliverables and construction submittals.

The ideal candidate will possess extensive experience overseeing design quality assurance for large-scale construction projects and collaborating with multidisciplinary teams to ensure compliance with project requirements, applicable codes, and industry standards.



Key Responsibilities

Provide senior-level design quality assurance support for construction projects exceeding $45 million in estimated construction costs.
Perform comprehensive pre-award and post-award design quality assurance reviews throughout the project lifecycle.
Review architectural and engineering design packages for quality, completeness, constructability, and compliance with project requirements.
Evaluate design documents, plans, specifications, calculations, and technical reports for accuracy and consistency.
Review contractor and design consultant construction submittals, shop drawings, product data, and requests for information (RFIs) for compliance with design intent.
Verify compliance with applicable building codes, industry standards, regulations, and project specifications.
Coordinate quality assurance activities with architects, engineers, project managers, construction teams, and government stakeholders.
Identify design deficiencies, inconsistencies, omissions, and potential construction issues, and recommend corrective actions.
Participate in design reviews, technical meetings, and project coordination sessions.
Monitor quality assurance activities throughout design development, procurement, construction, and project closeout.
Prepare technical reports, review comments, quality assessments, and recommendations for project leadership.
Support risk identification and mitigation related to design quality, constructability, and project execution.
Maintain quality assurance documentation and ensure design review records are complete and well organized.
Promote continuous improvement of design quality assurance processes and best practices.


Required Qualifications

15+ years of professional experience in architecture, engineering, design management, quality assurance, or construction management.
Minimum 10 years of experience providing pre-award design quality assurance services for large and complex construction projects.
Demonstrated experience supporting projects exceeding $45 million in estimated construction costs.


Bachelor's degree in:

Engineering
Architecture
Related technical discipline


Education Equivalency

The bachelor's degree requirement may be waived for candidates who possess one of the following professional licenses:

Professional Engineer (PE)
Registered Architect (RA)


Required Certifications/Licensure

Candidates must possess one of the following:

Professional Engineer (PE)
Registered Architect (RA)


Preferred Qualifications

Experience supporting federal, Department of Defense (DoD), military, or other government construction programs.
Experience reviewing design packages through multiple design phases, including concept, schematic, design development, and final design.
Knowledge of quality management systems, design quality assurance principles, and construction quality processes.
Experience reviewing construction submittals, shop drawings, RFIs, and technical documentation.
Familiarity with building codes, federal design standards, Unified Facilities Criteria (UFC), and applicable engineering and architectural standards.
Strong understanding of constructability reviews and multidisciplinary design coordination.
Excellent written and verbal communication skills with the ability to prepare executive-level reports and technical recommendations.


Work Locations: Positions may be available at military installations throughout the National Capital Region, including Washington, D.C., Maryland, and Virginia. Potential locations include NSA Washington, NSA Bethesda, NSA Annapolis, NSF Indian Head, NSF Dahlgren, NAS Patuxent River, Joint Base Andrews, Joint Base Anacostia-Bolling, NSF Thurmont, and MCB Quantico. Specific location will vary based on project needs.
