Job Description

Position Overview

We are seeking an experienced Project Planner to support the development and coordination of strategic plans for construction and facility development projects. This role will provide planning expertise throughout the project development process, with a focus on facility requirements, budget development, alternative construction methods, and environmental and regulatory considerations.

The ideal candidate will have a strong background in community, urban, or facility planning and experience developing comprehensive planning documents and coordinating requirements across multiple stakeholders.



Key Responsibilities

Develop and coordinate strategic plans for facility and construction projects.
Prepare and support development of DD Form 1391 project documentation and associated planning requirements.
Develop and evaluate Basic Facility Requirements (BFRs) to support project planning and facility needs.
Develop preliminary budget estimates and support project funding and programming requirements.
Evaluate alternative construction methods and project approaches to identify efficient and effective solutions.
Coordinate planning activities with project stakeholders, engineers, architects, facility managers, and other technical disciplines.
Analyze project requirements, existing conditions, facility needs, and future development requirements.
Incorporate environmental, regulatory, and permitting requirements into strategic project plans.
Identify potential planning constraints, risks, and regulatory considerations and recommend appropriate solutions.
Review and coordinate planning documentation to ensure consistency with project objectives and applicable requirements.
Support development of project priorities, schedules, and implementation strategies.
Prepare planning reports, presentations, briefings, and other project documentation for leadership and stakeholders.
Coordinate multiple planning activities and stakeholders to ensure projects progress effectively from initial planning through project development.
Provide technical planning recommendations and assist leadership with project-related decisions.


Required Qualifications

5+ years of professional planning experience.
Bachelor’s degree in one of the following fields:

Community Planning
Urban Planning
Urban Affairs
Public Administration
or Related field
AICP certification required.
Experience developing and coordinating strategic plans, facility requirements, budgets, and project documentation.
Strong understanding of planning principles, project development, and regulatory requirements.
Excellent written, verbal, analytical, and organizational skills.


Preferred Qualifications

Experience supporting federal, military, Department of Defense, or government facility planning projects.
Experience preparing or coordinating DD Form 1391s.
Experience developing Basic Facility Requirements (BFRs).
Familiarity with federal or military construction programming and planning processes.
Experience evaluating alternative construction methods or project delivery approaches.
Knowledge of environmental regulations, permitting requirements, and applicable planning standards.
Experience coordinating multidisciplinary teams involving architecture, engineering, construction, and planning professionals.
Strong presentation and stakeholder-management skills.


Work Locations: Positions may be available at military installations throughout the National Capital Region, including Washington, D.C., Maryland, and Virginia. Potential locations include NSA Washington, NSA Bethesda, NSA Annapolis, NSF Indian Head, NSF Dahlgren, NAS Patuxent River, Joint Base Andrews, Joint Base Anacostia-Bolling, NSF Thurmont, and MCB Quantico. Specific location will vary based on project needs.
