Position Overview
We are seeking a Project Manager – Pre-Award to provide project management services during the planning and pre-award phases of construction projects with an estimated construction cost under $45 million.
The Project Manager will support project governance, planning, design management, quality assurance, cost estimating, scheduling, and funds management. The ideal candidate will have strong experience managing construction projects prior to contract award and be capable of coordinating multidisciplinary teams, managing project requirements, and supporting successful project delivery.
Key Responsibilities
Provide pre-award project management services for construction projects with estimated costs under $45 million.
Support project governance, planning, and coordination throughout the pre-award phase.
Manage and coordinate design activities to ensure project requirements, scope, quality, and schedule objectives are met.
Provide design management and quality assurance oversight for project deliverables.
Review project requirements, design documents, technical specifications, and other pre-award documentation.
Coordinate with architects, engineers, contractors, government stakeholders, and other project team members.
Support the development and review of construction cost estimates, budgets, and funding requirements.
Develop, maintain, update, and analyze project schedules, milestones, and key project activities.
Assist with funds management, budget tracking, financial planning, and resource allocation.
Identify project risks, constraints, and potential issues and assist with developing mitigation strategies.
Monitor project performance against established scope, cost, schedule, quality, and funding objectives.
Prepare project status reports, briefings, schedules, cost information, and other management products.
Coordinate project documentation and ensure required pre-award deliverables are complete and accurate.
Provide project management support and recommendations to leadership and project stakeholders.
Required Qualifications
10+ years of project management experience, including at least 5 years of pre-award project management experience.
Demonstrated experience providing pre-award project management services for construction projects under $45 million in estimated construction cost.
Experience with several or all of the following:
Project governance
Project planning
Design management
Quality assurance
Cost estimating
Scheduling
Funds/budget management
Bachelor’s degree in Engineering, Architecture, Construction Management, Business Management, or a related field.
One or more of the following credentials or qualifications:
Certified Construction Manager (CCM)
Project Management Professional (PMP)
PMI Construction Professional (PMI-CP)
Professional Engineer (PE)
Registered Architect (RA)
10+ years of qualifying project management experience
Education Equivalency
The bachelor's degree requirement may be waived for candidates who possess a PE or RA license or who demonstrate 10+ years of directly related pre-award project management experience.
Preferred Qualifications
Experience with federal, government, commercial, institutional, or infrastructure construction projects.
Experience managing projects through planning, design, procurement, and contract award.
Knowledge of construction project controls, including cost, schedule, risk, and funding management.
Experience coordinating multidisciplinary engineering, architecture, and construction teams.
Strong written and verbal communication skills.
Strong organizational, analytical, and problem-solving abilities.
Ability to manage multiple project activities and priorities with limited supervision.
Work Locations: Positions may be available at military installations throughout the National Capital Region, including Washington, D.C., Maryland, and Virginia. Potential locations include NSA Washington, NSA Bethesda, NSA Annapolis, NSF Indian Head, NSF Dahlgren, NAS Patuxent River, Joint Base Andrews, Joint Base Anacostia-Bolling, NSF Thurmont, and MCB Quantico. Specific location will vary based on project needs.
