The Work
The Mission Planner organization is seeking a dynamic leader to manage a high-performing, cross-functional Agile systems and software engineering teams, responsible for design, development, integration, and deploysment of critical Mission Planner capabilities for the U.S. Navy and the Missile Defense Agency. Mission Planner is a cornerstone of the Aegis Combat System, enabling sailors to generate and evaluate mission plans in a rapidly changing battlespace.
As a manager you will be responsible for technical oversight of work, project planning, cost estimation and resource planning. As a Leader, you will be responsible for fostering employee engagement, professional development, and cultivating talent. You will have considerable interaction across the business and be responsible for directly interfacing with engineer and program leadership internal stakeholders. One of your primary focuses will be to oversee technical tasks / activities, while providing leadership and oversight of cost, schedule, staffing, and technical commitments. In support of new business ventures, you will be responsible for generation / review of cost estimates and Basis of Estimate justifications for compliance, while ensuring that all risks and opportunities are properly documented. Candidates must have a proven history of sustained demonstrated leadership, and the ability to cultivate strong stakeholder relationships.

Basic Qualifications
- Bachelor's degree in Engineering, Computer Science, or a related field (Master's preferred)
- Minimum of 7+ years experience or 5+ years with a master's degree
- 2+ years of direct people-management experience (overseeing work supported by 6+ engineers)
- Demonstrated success delivering complex, safety-critical software/systems in an Agile/DevOps environment
- Experience with cost estimation and Basis-of-Estimate (BOE) development
- Experience with earned value management and Cost Accounting Management (CAM), including work package definition. Candidate should have at least 2 years of experience managing program earned value
- Excellent communication, negotiation, and stakeholder-management skills
- Candidate must have interim Secret Clearance prior to start
Desired Skills
- Experience with US Navy or Missile Defense Agency programs is a strong plus
- Demonstrated experience, including task definition, cost estimation, and manpower planning is highly desired
- Agile & DevOps mastery: Scrum, Kanban, CI/CD pipelines, automated testing, and metrics - driven delivery
- Technical breadth: Familiarity with C/C++, Python, Java and Model - Based Engineering tools (e.g., JAZZ, DOORS)
- Business acumen: Ability to translate technical work into cost, schedule, and risk impacts for senior leadership.
- Problem - solver: Comfortable navigating ambiguous requirements and turning them into actionable plans
