Job Description

Position Summary

The Principal Contracts Administrator independently performs a full range of complex responsibilities focused on ensuring that contractual relationships between the company, its government customers, and subcontractors comply with SBA requirements, FAR/DFARS, company objectives, and applicable state and federal laws. This position is responsible for creating, revising, reviewing, negotiating, and overseeing federal contracts held by the company, with limited supervision. It also includes mentoring less-experienced team members on how to effectively execute core contract administration functions.

In addition, this individual will play a key role in supporting strategic capture initiatives and will contribute to securing new business for MAG by applying a strong understanding of the federal procurement process.

Essential Duties and Responsibilities

  • Provide cradle-to-grave administration of assigned contracts and subcontracts, including but not limited to contract modifications, compliance with prime contract requirements, proposal preparation, and contract negotiations with existing or prospective clients.
  • Independently lead and support proposal activities, including analysis of solicitations, preparation of summaries, and development of strategies and recommendations based on that analysis. Assess financial and business risks related to the proposed effort, participate in proposal team meetings, prepare the terms, conditions, and assumptions for proposal submissions, review technical and pricing proposals for accuracy and consistency, conduct business risk analyses, and prepare proposal documents for submission to the customer.
  • Serve as a trusted advisor to company leadership by guiding management on contractual rights and obligations, risk mitigation alternatives, and overall business strategy.
  • Maintain detailed logs of proposals and related data, and generate reports on contract activity as required. Ensure timely processing of technical and financial reports and other deliverables for monthly and quarterly reporting to management.
  • Coordinate with other company functions to ensure appropriate reviews are conducted. Schedule required reviews, obtain necessary signatures, and ensure approvals are in place prior to proposal submission or execution of contractual documents.
  • Adhere to, communicate, and help develop or refine contract policies, procedures, methods, operating practices, and performance standards within areas of responsibility.
  • Serve as the primary subject matter expert and point of contact between the company and customers for all contractual matters on assigned contracts and projects, including auxiliary agreements such as Proprietary Information Agreements and other business agreements.
  • Lead negotiation of contract terms from proposal stage through project close-out, in accordance with applicable regulations. Collaborate with customers to finalize and complete contractual agreements.
  • Coordinate with subcontractors on preparation of contractual documentation, modifications, responses to customer requests, and other subcontract matters as they arise. Maintain contract files in compliance with CPSR requirements and in accordance with DCAA and DCMA audit guidelines.
  • Develop or review prime contract and subcontract flow-down documents to ensure compliance with prime contract requirements and minimize company liability.
  • Perform all aspects of assigned contract or purchase order processing, including accuracy of order entry data, contract funding, scope changes, contract amendments, receipts and delivery schedules, legal requirements, and other contractual commitments.
  • Manage Contract Data Requirements List (CDRL) preparation, data collection, tracking, and submission to customers.
  • Assist the HR, Finance, and Procurement departments in the performance of contractual agreements.


Requirements

  • Must have 7+ years of experience in contract administration, subcontract administration, negotiations, and leading or supporting proposal activities.
  • Must have experience with various contract types, including fixed-price, time-and-materials, cost-reimbursable, and General Services Administration (GSA) schedules, such as government-wide acquisition contracts, Blanket Purchase Agreements (BPAs), rapid-response IDIQs, and Other Transactional Agreements (OTAs).
  • Must have hands-on experience identifying and classifying risk, applying FAR 9.5 Organizational Conflict of Interest (OCI) requirements, and developing mitigation strategies as needed.
  • Must have an in-depth knowledge and working understanding of the U.S. Government acquisition and procurement environment, commercial contracting methods, the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and other applicable government regulations.
  • Must have the ability to establish and maintain strong relationships with internal and external clients.
  • Must be able to function with minimal supervision in a fast-paced, team-focused environment.
  • Must have the confidence to speak up and share contractual expertise with customers and senior internal leadership.
  • Must be able to work in person at a MAG facility at least two days per week.


Education
  • Bachelor's degree, preferably in finance, accounting, or business administration; however, professional experience will be valued over field of study.


Clearance
  • Ability to obtain and maintain a Secret clearance.


Desired Experience and Certifications
  • Deltek Costpoint project setup experience.
  • Top Secret clearance.
  • Proficiency with MS Office products (Excel, Word, PowerPoint, Outlook, Project, OneNote).
  • Certified Federal Contract Manager (CFCM), Certified Professional Contract Manager (CPCM), or a contract management certificate from an accredited institution.
  • Detail-oriented and process-focused portfolio management experience, with proven knowledge and use of effective project management strategies and tools.
  • Excellent verbal and written communication skills.
  • Strong organizational and follow-up skills.
  • Located in the Fairfax, VA, or greater Washington, DC area.

The projected compensation range for this position is $100,000 to $130,000 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of MAG's total compensation package for employees.
