We are currently seeking a Specialist in Planning, Programming, Budget & Execution (PPBE) at either Navy or USMC to play a critical role in our support to the Office of the Secretary of War (OSW) across the full, end-to-end PPBE lifecycle as part of a cross-functional FM + Data Analytics team.

- Bachelor’s degree required (business or related field)
- 3+ YOE in Planning & Programming as a Programmer/BFM with strong experience working in PBIS.
- 3+ YOE in Budgeting & Execution as a BFM operating in Navy ERP or USMC DAI cutting PRs, POs, and maintaining complex spend plans
- Advanced proficiency with Excel (creating pivot tables, nested formulas, etc.) (preferred: data analysis or engineering tools e.g. SQL, Python, etc.)
- Ability to visually storyboard messaging to stakeholders, think analytically, and solve problems in a fast-paced environment
Responsibilities:
The PPBE Specialist will provide comprehensive financial management support across the PPBE lifecycle. - Support the review, analysis, and integration of budget submissions from Military Departments and DoW Components to ensure alignment with the client priorities.
- Support development and implementation of budget formulation guidance, multi-year resource estimates, and Congressional budget requirements.
- Prepare detailed analyses of annual and multi-year budget estimates, financial projections, funding profiles, and cost analyses.
- Support the development, management, defense, and analysis of Program Elements (PEs) and appropriations for the President's Budget Request (PBR).
- Monitor budget execution tracking obligations, expenditures, and commitments, and recommend corrective actions.
- Support budget execution activities including allocation, distribution, realignment, transfer, and reprogramming of appropriated funds.
- Provide dynamic, scenario-based budget modeling capabilities, including simulations under operational constraints such as a Continuing Resolution (CR).
- Prepare recurring and ad hoc financial reports, execution briefings, and decision-support materials for senior leadership.
Desired Knowledge, Skills, & Abilities - Planning & Programming: Experience as a Navy or USMC Programmer/BFM operating in PBIS
- Highly proficient working in PBIS
- Familiarity developing and updating the Program Objective Memorandum (POM) and Issue Papers.
- Advise senior leaders on evaluation of programmatic inputs and proposed POM adjustments, requirement updates, and unfunded requests.
- Budget & Execution: Experience as a Navy or USMC BFM operating in Navy ERP or USMC DAI cutting PRs, POs, and maintaining complex spend plans
- Independent expertise cutting purchase requisitions (PRs) and purchase orders (POs) in Navy ERP (or DAI at USMC)
- Independent expertise managing detailed, complex spend plans
- Ability to analyze financial statements and budget execution reports and effectively brief leadership and executive audiences
- Preferred: strong understanding of all three of the following: Secretariat, Navy, and Marine Corps process
- Data Analysis: Advanced proficiency with Excel (creating pivot tables, nested formulas, etc.) – independently able to create, own, and manage large datasets (e.g. 5-year projections for multimillion dollar portfolios)
- Preferred: Experience working with large datasets and data analytics or engineering tools e.g. SQL, Python, R, Databricks, etc.
- Preferred: Experience in Jupiter/Advana/Qlik
- Communication & Thinking Styles: Strong executive communication and critical thinking skills
- Ability to visually storyboard messaging to stakeholders
- Demonstrated ability to communicate complex topics to senior audiences
- Ability to work independently, think analytically, and solve problems in a fast-paced environment
Eligibility:
- Must be a U.S. Citizen
- (Interim) Secret Clearance. No new sponsorship
- 6+ years of experience in DON budget experience
- Bachelor's degree in a business or a relevant field
