Position Overview
We are seeking an entry-level Administrative / IT Technical Support Specialist to provide on-site Tier 1 technical and administrative support to NAVFAC Marianas Command Information Office (CIO3). This position is ideal for a customer-focused individual beginning a career in IT who is eager to learn, develop technical skills, and support government end users.
The specialist will assist with helpdesk operations, basic troubleshooting, IT asset management, mobile device support, telecommunications, and general administrative tasks. More complex technical issues will be escalated to senior IT personnel.
Key Responsibilities
- Provide Tier 1 helpdesk support via phone, email, Microsoft Teams, and in person.
- Assist users with basic hardware, software, peripheral, operating system, and connectivity issues.
- Install, configure, and maintain IT equipment and applications using established procedures.
- Assist with provisioning and troubleshooting enterprise mobile devices using Mobile Device Management (MDM) tools.
- Maintain accurate hardware, software, inventory, licensing, and asset lifecycle records.
- Support telecommunications administration, including VoIP, landlines, phone allocations, and service requests.
- Coordinate equipment deployments and communicate with end users and CIO3 personnel.
- Escalate complex technical issues to Tier 2 or other appropriate support teams.
- Prepare and update SOPs, user guides, reports, spreadsheets, and technical correspondence.
- Provide general administrative and operational support as assigned.
Required Qualifications
- U.S. Citizenship.
- Active Tier 3 (T3) security clearance or ability to obtain an interim T3 clearance prior to onboarding.
- Basic knowledge of computers, Microsoft Windows, Microsoft Office, and common IT troubleshooting concepts.
- Strong customer service, communication, organizational, and problem-solving skills.
- Ability to follow established procedures, document work accurately, and learn new technologies.
- Proficiency with Microsoft Word, Excel, PowerPoint, Outlook, and Teams.
- Ability to work independently on routine tasks and interact professionally with military personnel, government civilians, and contractor personnel.
- Ability to work on-site and occasionally travel between designated NAVFAC locations in Guam.
Preferred Qualifications
- Entry-level candidates are encouraged to apply. Prior IT helpdesk, desktop support, customer service, or IT asset management experience is preferred but not required.
- Relevant technical training, coursework, or certifications may be considered in place of professional experience.
- Experience with enterprise ticketing systems or Mobile Device Management (MDM).
- Prior experience in a customer service, administrative support, or government IT environment.
- Relevant IT coursework, technical training, or an associate degree in information technology or a related field.
Required Certification
Candidates must possess one of the following approved certifications prior to onboarding:
- CompTIA Security+
- EC-Council Certified Network Defender (CND)
- GIAC GFACT
- GIAC GSEC
Certification must be maintained in accordance with applicable requirements.
Physical / Work Requirements
This is an on-site position requiring standing, walking, bending, reaching, and occasional movement of IT equipment weighing up to 25 pounds. Work may occur at multiple NAVFAC locations throughout Guam. Remote work is generally not authorized except for approved situational or emergency circumstances.

The successful candidate will be comfortable managing routine support requests, maintaining accurate records, and contributing to a mission-focused federal IT environment.
