Position Summary

ANSER is seeking a results-driven Federal Capture and Proposal Lead to conduct capture and proposal activities. In this key role you will be responsible for executing corporate-level capture and proposal activities that drive business growth, including developing customer-focused win strategies, conducting capture planning and opportunity research, and managing the full proposal lifecycle from initial planning through submission and post-submission review. You will partner closely with capture leadership and subject matter experts to shape discriminators, value propositions, and high-quality proposal content; establishes schedules, compliance matrices, templates, and review plans; facilitates collaborative development and review sessions; and ensures all submissions are compliant, compelling, and aligned with evaluator needs.

Day to Day Responsibilities
  • Conduct day-to-day capture and proposal activities in alignment with business needs and processes.
  • Partner with capture leadership and opportunity owners to develop customer-focused win strategies, discriminators, and compelling messaging.
  • Conduct capture plan development and execution, opportunity research, client research and engagement, and competitive analysis.
  • Lead proposal development efforts from pre-proposal planning through submission and post-submittal activities.
  • Advise on proposal strategy development including corporate value proposition and win themes, and ensure all submissions are compliant, responsive, and compelling.
  • Establish proposal schedules, compliance matrices, proposal templates/outlines, content plans, and review strategies.
  • Facilitate kickoff and tag-up meetings, content development, and color teams/executive reviews.
  • Write and edit management, technical, transition, staffing, past performance, corporate experience, executive summary, and resume volumes.
  • Develop compelling themes, proof points, and value propositions throughout proposal volumes.
  • Monitor proposal quality throughout development, ensuring compliance, consistency, and evaluator-focused content. Prepare the final submission and conduct post-submission after-action reviews.
  • As needed, interview SMEs and translate complex technical concepts into clear, persuasive customer-focused content.
  • As needed, facilitate solutioning sessions with technical SMEs to develop proposal solutioning artifacts for use in proposal development.
  • As assigned, transform written proposal content into concise, visually compelling presentation narratives.
  • As assigned, lead orals rehearsals, customer simulations, mock evaluation panels, and Q&A preparation.
  • Update Marketing and Business Development leadership on emerging trends in Government Contracting bid and proposal activities and assess impacts on the company's competitiveness
  • Perform competitive and client analysis, interviewing technical experts to translate complex concepts into clear narratives, supporting solution development, monitoring proposal quality, and staying on top of emerging trends in federal contracting.
  • Leverage company's proposal tools, including AI-enabled solutions to enhance productivity, strengthen win strategies and deliver high-quality proposals.

Required Qualifications
  • Bachelor's degree.
  • Ability to obtain and maintain Top Secret Security Clearance.
  • 7+ years' experience in federal contracting capture and proposal management. Equivalent combinations of education and experience may be substituted on a year-for-year basis.
  • Strong knowledge of the federal acquisition process, including FAR-based procurements, RFIs, RFQs, RFPs, IDIQs, GWACs, BPAs, OTAs, and task order competitions.
  • Demonstrated experience developing competitive proposals and supporting successful proposal submissions.
  • Experience with GovWin, SAM.gov, Salesforce, CRM platforms, and federal market intelligence tools.

Preferred Qualifications
  • Formal capture and/or proposal management training from a recognized source (e.g., Shipley, Lohfeld, etc.).
  • Membership in a recognized proposal professional organization (e.g., Association of Proposal Management Professionals (APMP)).
  • Experience using Artificial Intelligence to support the capture/proposal process.

$119,000 - $172,000 USD
