Responsibilities
Noblis MSD Fleet Introduction Project provides Precommissioning Support to ship's Prospective Commanding Officer, Executive Officer, and Department Heads for administrative and technical services. Fleet Introduction work is performed in an integrated support team environment, collaborating with government and Noblis MSD teams, including ship's crew.
As a PRECOM Administrative/Personnel Support specialist, you will provide comprehensive administrative, personnel, and security support to the client. Your responsibilities include:
You are responsible for developing and applying basic skills in areas of specialization with clear direction from your supervisor. Responsibilities and individual tasks are generally non-complex, routine in nature and require minimal problem solving. You will provide administrative and organizational support to facilitate the successful execution of projects. You will assist with developing project plans, schedules, documentation, and communication materials. Additionally, you will coordinate resources, make logistical arrangements, maintain project records and documentation, and ensure adherence to processes and standards. You'll collaborate with project managers, team members, and stakeholders, communicating project status and escalating risks or issues. Strong organizational abilities, attention to detail, multitasking skills, and proficiency with project management tools contribute to the effectiveness of project coordinators in supporting structured project execution.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.

As a PRECOM Administrative/Personnel Support specialist, you will provide comprehensive administrative, personnel, and security support to the client. Your responsibilities include:
- monitoring crew arrival at all sites in accordance with the Crew Scheduling and Phasing Plan (CSPP)
- coordinating and resolving administrative discrepancies, and processing area access clearances for Command.
- You will assist personnel in obtaining security badges for access to various facility areas, support personnel management for individuals transferring into or out of the command
- Facilitate leave request processing.
- Coordination with local Personnel Support Detachment (PSD) supporting reconciliation of pay and per diem issues and travel claim processing.

Required Qualifications
- High School diploma
- Experience with Navy Standard Integrated Personnel System (NSIPS), Master Military Pay Account (MMPA) and Salesforce Navy applications.
- Experience with other Personnel/Disbursing applications (such as pay systems)
- Strong computer skills in the MS Office suite of software, including Outlook, Word, Excel and Access.
- Effective written and oral communication skills are essential in this team orientated-customer service position.
- Must have a Secret Clearance or the ability to obtain one.
- Must be a US citizen.
Desired Qualifications
- Active Secret clearance preferred.
- Familiarity with NEC codes, their revision process, or direct experience supporting NEC-related administrative functions.
- Experience with data analysis, reporting tools, or process improvement methodologies
- Ability to work effectively with cross-functional teams, including technical, administrative, and leadership personnel.
