Job Description

NineFX is seeking an Information Technology Senior Consultant (Level 5) to lead advanced systems engineering, governance, risk, and compliance (GRC) analysis, and enterprise modernization initiatives across mission‑critical government environments. This role delivers high‑impact technical guidance, evaluates and modernizes Authorization Services processes, supports lifecycle engineering documentation, and leads significant phases of complex IT transformation projects.

The ideal candidate brings deep expertise in ServiceNow (CSA + CIS certifications), GRC/IRM frameworks, and enterprise IT modernization, with proven experience supporting federal stakeholders in highly regulated environments.


Key Responsibilities

Authorization Services & Mission Support
• Review, analyze, and document Authorization Services processes, procedures, practices, and technical solutions
• Coordinate directly with Government stakeholders to refine requirements, constraints, schedules, workloads, and modernization priorities
• Recommend updates to policies, governance workflows, and IT service practices to increase efficiency and compliance
• Develop solutions to enhance mission stakeholder knowledge, outreach, training, and communication
• Evaluate applications for mission suitability, capability gaps, supported languages, and readiness for migration or modernization

ServiceNow & GRC/IRM Expertise
• Lead ServiceNow implementation efforts for Integrated Risk Management (IRM) or Governance, Risk & Compliance (GRC) modules
• Develop, maintain, and optimize customer‑focused dashboards, reporting capabilities, and workflow automation
• Ensure ServiceNow solutions align with federal security, authorization, and lifecycle management requirements
• Participate in modernization planning to extend ServiceNow capabilities across the enterprise

Systems Engineering Leadership
• Lead Systems Engineering activities and major phases of enterprise IT transformation projects
• Prepare, review, and maintain engineering documentation including System Engineering Plans, Requirements Specifications, Interface Control Documents, lifecycle hardware maintenance artifacts, and modernization technical papers
• Draft technical solutions to improve IT infrastructure services, subject to Government approval
• Support configuration management, risk assessments, lifecycle planning, and baseline integrity
• Conduct feasibility studies, alternatives analyses, and mission impact assessments
• Share technical deliverables, process updates, and stakeholder communication products to enhance awareness and operational alignment


Required Qualifications & Experience
• Active TS/SCI with Full Scope Polygraph (must already be held)
• ServiceNow Certified System Administrator (CSA)
• ServiceNow Certified Implementation Specialist (CIS) in Integrated Risk Management OR Governance, Risk & Compliance
• High School/GED + 20 years relevant experience
– Associate’s degree + 15 years
– Bachelor’s degree + 12 years
• Demonstrated experience planning and leading Systems Engineering efforts
• Experience with GRC or IRM frameworks in federal environments
• Experience developing and maintaining customer‑focused dashboards and reporting tools
• Hands‑on experience implementing ServiceNow solutions within regulated environments
