Job Description

GovCIO is currently hiring for a remote Business Analyst (Federal Grants & eRA Systems) to support the EPA.

Responsibilities

  • Master all aspects of User Roles and Use Cases for the EPA Next Generation Grant System with focus on optimal workstreams for grant products, this includes KB articles, SOPs, and related training documentation
  • Serve as an Analyst or Senior Analyst during the development, deployment, migration, or enhancement of enterprise systems such as eRA Commons/modules or GrantSolution
  • Analyze and document "as-is" and "to-be" business processes across all phases of the federal grant lifecycle (Pre-Award, Award, Post-Award, Closeout, and Audit)
  • Identify operational bottlenecks, regulatory compliance gaps, and opportunities for workflow automation. Leverage existing Kaizen and optimization artifacts for grants optimization, understand eRA platform offerings, and work with the end customer to either adjust or tailor processes to meet the future state
  • Support the Gap Analysis, trade-off analysis, and recommendations development to migrate from the As-Is custom state to a standardized Line of Business To Be State
  • Quickly understand the client's business issues and data challenges
  • Communicate both written and orally with the project team and the client about technical and end user issues
  • Compare new requirements with prior Kaizen artifacts and identify opportunities with the To-Be state of the eRA platform
  • As directed, coordinate with the implementation team on testing and clarification activities
  • Support testing activities as needed (UAT, DR exercises, etc.)
  • Support meetings with Customer and Business POCs

Qualifications

  • Bachelor's with 12+ years of business analysis experience (or commensurate experience)
  • Direct Experience: Demonstrated background supporting implementations, migrations, or modernizations of eRA or GrantSolutions in a federal agency environment (e.g., NIH, CDC, HHS, NSF, or USDA)
  • Domain Expertise: Thorough understanding of federal grant policies, funding opportunity announcements (FOAs/NOFOs), peer review/application intake, award obligation, financial drawdown, and post-award monitoring
  • Proficiency in Microsoft Office Suite and SharePoint
  • Ability to work independently and as a team member in a hybrid-remote work environment
  • Critical Thinking: Proven ability to take ambiguous, complex federal processes and decompose them into structured technical requirements and process maps
  • Clearance Required: Ability to maintain a Public Trust clearance

Desired Skills:
  • Prior experience with Agile methodologies (Scrum/Kanban) using tools like Jira, Confluence, or Azure DevOps
  • Pattern recognition in support of Incident and Problem Management
  • Possess a growth-oriented mindset to identify friction points and propose solutions to common end-user challenges

Posted Salary Range

USD $130,000.00 - USD $150,000.00 /Yr.
