Position Description:
CGI Federal is seeking an Industrial Base Analyst responsible providing technical and analytical support to the SAF/AQX Industrial Base Division. The Industrial Base Analyst will demonstrate experience in defense industrial base analysis, supply chain risk management, and industrial preparedness. Key responsibilities include leading mergers and acquisitions (M&A) evaluations, tracking industrial base investments, and overseeing the sustainment and predictive analytics development for industrial base IT systems.
This position is located in Arlington, VA.
Your future duties and responsibilities:
. Conduct analysis and provide data driven assessments to the Government regarding the impact of M&A and divestitures on the DIB and Air Force programs
. Assist in identifying and assessing supply chain and industrial base vulnerabilities and providing analytical products to support Government led mitigation strategies.
. Provide technical and administrative support for Government directed acquisition program activities.
. Collect and organize information, maintain supporting documentation, and support reviews involving requirements, risks, alternatives, trade offs, feasibility, and acquisition execution. This includes supporting formal program milestones, peer reviews, and risk assessment boards. Providing technical data and analysis to support the Government's justification of government owned/contractor operated (GOCO) industrial plants. Additionally, assist in drafting technical input for formal responses to Air Force, DoW, and Congressional inquiries regarding Industrial Preparedness plans and budgets.
. Prepare, maintain, and update technical documentation, communication products, and resource documentation supporting Government directed acquisition activities.
. Manage project schedules, track action items, and develop analytical products to assess the effectiveness of DIB focused investments.
. Assist in developing technical roadmaps, market strategies, and frameworks to integrate acquisition strategies with industrial base investments.
. Assess current guidance and draft proposed procedures and technical inputs for Air Force acquisition to address supply chain vulnerabilities. Additionally, the Contractor shall provide data analysis to support the Government's implementation of Title I and III of the Defense Production Act (DPA).
. Provide specialized IT services to sustain, implement, integrate, and improve the data and analytics systems that support the AQX mission across the full IT lifecycle (from requirements definition to sustainment).
Required qualifications to be successful in this role:
. Minimum 10 years of related experience
. Master's or Ph.D. (Economics, Finance, or related field)
. U.S. citizenship and active Top Secret clearance required
. Certifications: CFA, Certified Business Economist (CBE)
. Occasional travel may be required in support of the mission.
Desired qualifications/non essential skills required:
. Information synthesis, organization, attention to detail, critical thinking, and ability to meet deadlines are critical skills for this position.
. Strong oral and written communication skills for the senior executive level.
. Ability to assimilate, organize, and distill complex information quickly and efficiently.
. Ability to produce results in a time constrained environment.
. Ability to work from high level requirements through detailed specifications.
. Ability to work independently and within a team environment.
. Must be able to maintain a positive, customer service attitude under stressful conditions.
CGI is required by law in some jurisdictions to include a reasonable estimate of the compensation range for this role. The determination of this range includes various factors not limited to skill set, level, experience, relevant training, and licensure and certifications. To support the ability to reward for merit based performance, CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $100,800.00 $245,500.00.
