About The Role

The MCS team is seeking a Release Delivery Manager to lead the end-to-end planning, coordination, and execution of quarterly software releases for the Multi Carrier System (MCS) program supporting the Centers for Medicare & Medicaid Services (CMS). This hybrid role blends the structured discipline of a Project Manager with the facilitative leadership of a Release Train Engineer (RTE), making it ideal for an individual who thrives at the intersection of agile delivery and project management.

The Release Delivery Manager will oversee release cycles spanning 180+ days and approximately 17,000+ hours of effort, coordinating across multiple contractors, scrum teams, business analysts, developers, and external government stakeholders to deliver high-quality, on-time software releases.

Release Planning & Execution
  • Own the full quarterly release lifecycle from initiation (180-day milestone) through post-production closeout, ensuring all milestones are met on schedule
  • Build and maintain comprehensive project plans, release schedules, and milestone tracking documents in SharePoint and Confluence
  • Establish and manage the Change Control Board (CCB) release calendar and coordinate all release-related scheduling activities
  • Coordinate Program Increment (PI) Planning events, including scheduling multi-day planning sessions with cross-functional scrum teams across distributed Zoom breakout rooms
  • Manage the Program Backlog, including sustainability, innovation, and analysis Change Requests (CRs), and track high-profile CRs with weekly status updates
Agile Release Train (ART) Leadership
  • Serve as the Release Train Engineer (RTE) for the MCS Agile Release Train, facilitating ART Sync meetings, Scrum of Scrums, and cross-team dependency resolution
  • Foster an agile mindset across scrum teams; coach and support CR and testing Scrum Masters
  • Facilitate SSM Dependency Meetings on a rotating quarterly schedule
Stakeholder & Customer Management
  • Act as the primary point of contact to the Project Sponsor and CMS for scope changes, release status, and ad hoc reporting requirements
  • Manage all program communications in accordance with the Communication Plan, including distribution to internal teams and external customers (CMS, MACs, VDCs)
  • Submit monthly CMS Status Reports with release metrics (number of CRs, PROBLEMs, errors, and emergency releases)
  • Coordinate and facilitate Release Authorization calls and Production Authorization calls; obtain required DCOM approvals
Risk, Issue & Quality Management
  • Maintain the RIDACO Risk Log throughout the release cycle; document new risks and develop handling plans for medium- and high-impact items
  • Track and close issues; facilitate the Corrective Action Request (CAR) process
  • Manage the MIST Issues Report on a weekly basis (due Fridays by 9:00 AM EST)
  • Coordinate Root Cause Analyses (RCAs) for all P1/P2 production problems post-release
Testing & Integration Coordination
  • Coordinate Beta and UAT testing cycles, including defect closure, Alpha PROB management, and regression testing verification
  • Manage CWF integration testing planning and developer kickoff meetings
  • Upload installation instructions and TestRail spreadsheets to Maintainer Web and Confluence
  • Ensure all recurring CRs are received in Final or DTAF status prior to release milestones
Continuous Improvement
  • Respond to CMS Release Retrospectives and drive action items to closure
  • Support organizational SWOT analysis and contribute to process performance improvements
  • Archive release documentation and maintain SharePoint release folder hygiene
Required Qualification
  • 5+ years of experience in project management, program coordination, or agile delivery roles
  • Strong verbal and written communication skills with the ability to present to senior leadership and government customers
  • Proven ability to manage multiple concurrent workstreams with competing priorities and deadlines
  • Strong organizational skills and meticulous attention to detail
  • Experience facilitating agile ceremonies (PI Planning, ART Sync, Sprint Reviews, Retrospectives)
  • Ability to work effectively with external government customers and distributed teams
  • Leadership skills including the ability to influence without direct authority and manage ambiguity

Qualifications

Required Qualifications
  • 10 years of experience
  • Must have MCS or Medicare Part B processing experience
  • Previous supervisory or team lead experience
  • Experience with tools such as Jira, Confluence, SharePoint, TestRail, or Infoman
  • Abilty to obtain a Public Trust
  • Must be a US Citizten
Preferred Qualifications
  • PMP certification (Project Management Professional)
  • SAFe certification (e.g., SAFe RTE, SAFe Agilist, or equivalent)
  • Experience managing large scale software releases (10,000+ hours of effort)

Details

Target Salary Range: $104,000 - $166,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
