Job Description
We are seeking an experienced Electrical Engineer to support a U.S. Department of State construction project in Buenos Aires, Argentina. The Electrical Engineer will provide technical oversight, construction quality assurance, and field inspection services supporting a major selective improvement project at the U.S. Embassy/Chancery.
The project includes upgrades to electrical, mechanical, telecommunications, TSS, and fire alarm systems, construction of a new rooftop penthouse, renovations to occupied work areas and the consular suite, a basement safe area, new Main Compound Access Control (MCAC), and other improvements.
Required Qualifications
Electrical Engineering degree from an accredited U.S. university. The TOPR's general requirements also identify a Professional Engineering (PE) license as acceptable in lieu of a degree.
Minimum 7 years of construction experience on projects of similar scope and value.
Design-office experience does not count toward the required construction experience.
Active Final Secret, Interim Top Secret, or Final Top Secret clearance at time of proposal.
Must be capable of obtaining a Top Secret clearance.
Experience performing electrical construction inspections and Quality Assurance (QA).
Ability to read and interpret construction drawings, specifications, design narratives, calculations, and shop drawings.
Knowledge of International Codes.
Knowledge of construction safety requirements including EM 385-1-1 and OSHA.
Experience reviewing contractor submittals, RFIs, design calculations, and construction documentation.
Experience maintaining QA inspection, RFI, and submittal logs.
Experience supporting change orders and/or Independent Government Estimates (IGEs).
Experience with multi-phased active compound construction projects.
Highly Desired Experience
Candidates with hands-on construction experience involving the following are strongly preferred:
High-voltage electrical equipment
Low-voltage electrical systems
Fire alarm systems
Telephone/telecommunications systems
Electrical distribution and building systems
Overseas construction projects
U.S. Government or Department of State/OBO construction
Professional Engineer (PE) registration
Responsibilities
The Electrical Engineer will perform field inspections of electrical construction, monitor contractor quality control and safety programs, review drawings and shop drawings for compliance, evaluate contractor submittals, identify deficiencies and corrective actions, monitor construction progress against the project schedule, and prepare weekly progress reports and technical recommendations.
The engineer will work with other project disciplines to identify coordination issues and ensure electrical installations comply with approved design documents and contract requirements.
Overseas Assignment
This is a 36-month, on-site assignment in Buenos Aires, Argentina. Visa requirements apply. Candidates should be prepared for an overseas deployment and a regular 50-hour workweek.
The project's compensation structure may account for Department of State guidance identifying a 25% Cost of Living Adjustment (COLA) and 10% Post Differential. Final salary, benefits, housing, transportation, travel and other compensation will be determined by the employer's compensation plan.
