About The Role

Welcome to United States Forces Korea. Our mission is to deter aggression and if necessary, defend the Republic of Korea (ROK) to maintain stability in Northeast Asia. The Service Members of the United States and the Republic of Korea have stood together for more than 60 years maintaining the Armistice and setting the conditions for stability and prosperity in the Republic of Korea. We currently have an opportunity for a Cyber Operations Planner.

  • Integrate offensive cyberspace operations into CFC and USFK's OPLANs, CONPLANs, Sub-Unified Campaign Plans, and Joint Operations Plans (JOP). Identify and design tactical/operational courses of action (COAs) for deliberate and crisis action planning.
  • Facilitate and oversee the Commander's end states, target development, target nomination, target approval processes, mission execution, and combat assessment of cyberspace operations.
  • Lead the development of USFK's Cyberspace Prioritization Effect List (CPEL), Joint Cyberspace Operations directives, and cyberspace tabs/appendices for major planning documents, focusing heavily on directed Northeast Asian threat groups and Malicious Cyberspace Actors (MCA).
  • Coordinate the de-confliction of cyberspace activities with other air, land, maritime, space, and kinetic/non-kinetic fires to avoid operational interference.
  • Synchronize the timing, tempo, and execution of cyberspace effects in close coordination with subordinate component command schemes of maneuver, fires, and operations.
  • Lead operational-level cyberspace synchronization with USPACOM, USCYBERCOM and its subordinate cyber components, and Joint Force Headquarters - Cyber (JFHQ-C).
  • Design, plan, coordinate, integrate, and conduct cyber fires exercises during CFC/USFK/UNC command post exercises (CPXs) to reinforce targeting integration and ensure staff and components understand combined cyber processes.
  • Utilize and incorporate Artificial Intelligence (AI) Common Operational Picture (COP) capabilities to geographically depict areas of effects, articulate timing/tempo, and layer cyberspace effects within a synchronized theater matrix.
  • Support CFC execution of the Combined Joint All-Domain Tasking Order (CJADTO) framework, actively participating in the Cyberspace Fires Effects Working Group (CFEWG), Technical Effects Working Group (TEWG), Joint Effects Working Group (JEWG), Joint Effects Validation Board (JEVB), and Operations/Intelligence Planning Board (OIPB).

Qualifications

Qualifications:

  • Must possess an active TS/SCI security clearance.
  • U.S. citizenship required.
  • Minimum of Bachelor's Degree from an accredited college or university.
  • Strong attention to detail and organizational skills. Excellent communications skills.
  • 2+ years of direct experience in offensive cyberspace planning, joint targeting, fires, or planning-related military assignments.
  • Must possess or obtain a baseline certification in compliance with the DoD Cyber Workforce Framework (8570/8140) within six (6) months of hire.
  • Must have successfully completed or be able to successfully complete one of the following within six (6) months of hire:
    • Joint Cyberspace Operations Planners Course (JCOPC)
    • A service-specific equivalent planner course
  • Demonstrated understanding and wide application of principles, theories, and concepts within cyberspace operations.
Preferred Qualifications:
  • In-depth knowledge of Joint Publication 3-60 (Joint Targeting), joint fires and effects doctrine, collateral damage estimation (CDE), and intermediate/advanced target development.
  • Demonstrated experience preparing and delivering General Officer/Flag Officer (GO/FO) level briefings, position papers, and white papers.
  • Prior experience coordinating plans with multinational coalition partners, specifically the Republic of Korea (ROK) military forces.

Details

Target Salary Range: $66,000 - $106,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
