Description
Leidos’ NISC IV program seeks a Radio Frequency Engineer/Spectrum Engineer to support the FAA Spectrum Engineering Services Group (AJW-194) within the area of National Defense and Electronic Attack.
The ideal candidate will have experience in radio frequency (RF) engineering, spectrum coordination, spectrum management, frequency coordination, frequency management, and/or tactical communication systems. Experience with Joint Tactical Information Distribution System (JTIDS), Multifunctional Information Distribution System (MIDS), and Link-16 preferred but not required.

Link-16/JTIDS/MIDS Spectrum Engineer — Primary Responsibilities:
- Link-16 Spectrum Engineering Analysis: Perform RF spectrum engineering and technical analysis and interagency frequency coordination in support of Joint Tactical Information Distribution System (JTIDS), Multifunctional Information Distribution System (MIDS), and Link-16 operations to identify and mitigate potential impacts on FAA systems and the National Airspace (NAS).
- DoD/FAA Spectrum Coordination: Serve as a technical coordination point between DoD and FAA stakeholders for military Link-16 testing, exercises, and operations.
- TFA & QTTR Processing: Review and analyze Department of Defense (DoD) Temporary Frequency Authorization (TFA), Quick Turn Test Request (QTTR), and Link-16 usage notifications to identify potential impacts to FAA systems, operations, and spectrum equities.
- FAA Concurrence Development: Prepare engineering recommendations and concurrence packages documenting FAA conditions, restrictions, or mitigation requirements necessary to protect FAA systems and the National Airspace System (NAS).
Basic Qualifications:
- Bachelor of Science degree in Electrical Engineering or similar technical equivalent, completion of a formal spectrum management course, or relevant military experience.
- 2+ years of relevant experience in RF/spectrum engineering , EMI/EMC and interference analysis , RF propagation/modeling and geospatial analysis , and/or federal frequency coordination/spectrum management.
- Experience conducting propagation modeling, link-budget analysis, and electromagnetic compatibility (EMC) analyses.
- Proficient in the use of Microsoft Office (Word, Excel, PowerPoint).
- Ability to learn FAA-specific software and systems.
- Must be a U.S. citizenship.
- Must possess and maintain a DoD Secret security clearance or able to obtain a DoD Secret clearance.
Preferred Qualifications:
- Experience with: Link-16/JTIDS/MIDS, Tactical Data Links (TDL), Joint Electromagnetic Spectrum Operations (JEMSO), Electromagnetic Spectrum Management Operations, Electronic Warfare, Command and Control (C2), Air Defense, and/or federal frequency coordination/spectrum management.
- Experience evaluating radio-frequency system parameters to identify and mitigate potential interference and resolving routine and complex spectrum-engineering problems.
- Knowledge of roles and responsibilities of spectrum management within the National Airspace System (NAS).
- Knowledge of and experience with various frequency policy organizations, including National Telecommunications and Information Administration (NTIA), Interdepartmental Radio Advisory Committee (IRAC), and associated sub-committees, and the Federal Communications Commission (FCC).
