We are seeking a Scrum Master to support Agile delivery for enterprise information technology initiatives within the Department of Veterans Affairs. This role focuses on team facilitation, backlog discipline, impediment resolution, delivery transparency, and coordination across product, engineering, testing, security, operations, and Government stakeholder groups. The Scrum Master helps ensure work is clearly defined, prioritized, traceable, and executed in alignment with customer priorities, compliance expectations, and release objectives, while promoting predictable delivery and continuous improvement across distributed teams.
DUTIES AND RESPONSIBILITIES:
· Facilitate Agile/Scrum ceremonies, including sprint planning, daily stand-ups, backlog refinement, sprint reviews, demonstrations, retrospectives, and team-level planning sessions.
· Work with Product Owners, Government stakeholders, business analysts, technical leads, and delivery team members to maintain a clear, current, and actionable product or team backlog.
· Support the decomposition of approved business, technical, compliance, and operational needs into epics, user stories, tasks, acceptance criteria, dependencies, and sprint objectives.
· Promote story readiness, backlog prioritization, team capacity awareness, and realistic sprint commitments based on available information, dependencies, and delivery constraints.
· Track sprint progress, impediments, risks, dependencies, decisions, action items, defect impacts, and carryover items; escalate issues to the appropriate project or customer stakeholders for resolution.
· Maintain team-level delivery visibility by ensuring work status, priorities, blockers, and completion criteria are accurately reflected in approved Agile or collaboration tools.
· Coordinate across development, testing, security, configuration/release, infrastructure, operations, and stakeholder groups to support effective sprint execution and release readiness.
· Support requirements-to-delivery traceability by helping align user stories, acceptance criteria, development tasks, test cases, defects, and release scope.
· Facilitate defect triage, issue-resolution discussions, dependency coordination, and decision follow-up needed to maintain delivery momentum.
· Support User Acceptance Testing, Software Quality Assurance, release-readiness, and post-release feedback activities by organizing team inputs, open items, and readiness status.
· Provide team-level inputs for status reporting, including completed work, work in progress, upcoming priorities, unresolved impediments, risks, dependencies, and support needed.
· Coach teams on Agile values, Scrum practices, collaboration norms, continuous improvement, and accountability without assuming project management ownership of the overall program schedule.
· Identify opportunities to improve backlog quality, estimation, sprint predictability, team communication, workflow efficiency, and delivery transparency.
KNOWLEDGE AND SKILLS REQUIRED:
· 5+ years of experience as a Scrum Master, Agile team lead, Agile delivery coordinator, or similar role supporting enterprise software development, modernization, integration, or sustainment efforts.
· Strong working knowledge of Scrum, Agile delivery practices, backlog management, sprint planning, estimation, retrospectives, impediment removal, and team-level delivery metrics.
· Experience facilitating Agile teams in complex, multi-stakeholder environments with structured governance, compliance, documentation, and release expectations.
· Ability to help translate stakeholder priorities and approved requirements into clear epics, user stories, acceptance criteria, tasks, dependencies, and sprint objectives.
· Experience coordinating delivery activities across developers, testers, analysts, security, operations, release/configuration resources, and customer stakeholders.
· Understanding of SDLC practices, requirements traceability, defect management, User Acceptance Testing, Software Quality Assurance, release-readiness support, and change-control coordination.
· Ability to identify, track, communicate, and escalate risks, impediments, dependencies, scope questions, and readiness concerns in a clear and timely manner. Experience using Agile work-management, backlog, collaboration, or reporting tools to maintain accurate work status and support transparent team execution.
· Strong facilitation, communication, organization, documentation, analytical, problem-solving, and stakeholder-coordination skills.
· Ability to work effectively in a remote, cross-functional, customer-facing delivery environment supporting Federal or similarly structured enterprise IT programs.
KNOWLEDGE AND SKILLS DESIRED:
· Experience supporting the Department of Veterans Affairs or other Federal agencies is preferred.
· Experience supporting release-readiness reviews, user acceptance activities, defect triage, production-support handoffs, or sustainment transition activities is desirable.
· Relevant Agile, Scrum, SAFe, PMI-ACP, CSM, PSM, or project delivery certifications are preferred, but not required.
EDUCATION:
· Bachelor's degree in Computer Science, Information Systems, Business, Project Management, or a related discipline, or equivalent experience.
CLEARANCE:
· Must be able to obtain and maintain a Public Trust clearance.
