We are building a team of experienced cleared professionals to support an anticipated Department of State cybersecurity program.

Position Summary

TLinked is seeking a senior Cybersecurity Program Manager to lead an anticipated Department of State Cyber Tools Support Services effort. The Program Manager will be accountable for overall contract performance and management direction of the Agency cybersecurity-tool ecosystem, serving as the principal interface with the COR and Government stakeholders.

Key Responsibilities

• Serve as the primary point of contact for contractual, administrative, and performance matters.
• Provide overall leadership, resource planning, and coordination to ensure Call Order deliverables and timelines are met.
• Interface with the Contracting Officer, COR, and Government stakeholders to resolve issues and report status.
• Maintain accountability for contract performance, staffing, schedule, cost, quality, risk, security, and customer satisfaction.
• Partner with the Cyber Tools Lead to establish a clear management/technical decision model and ensure technical priorities are adequately resourced.
• Coordinate performance across cybersecurity engineering, tool administration, integration, automation, documentation, and sustainment teams.
• Oversee transition, onboarding, continuity of operations, surge support, corrective actions, and service improvement.
• Ensure compliance with Federal and Department cybersecurity, privacy, records-management, access-control, and change-management requirements.
• Maintain executive status reporting, performance metrics, deliverable control, risk/issue management, and stakeholder communications.

Minimum Qualifications

• Current active U.S. Government Secret security clearance.
• At least 10 years of experience managing large-scale cybersecurity programs.
• Bachelor’s degree in Computer Science, Information Technology, Cybersecurity, or a related field.
• Current PMP certification or equivalent project-management certification.
• Experience managing Federal contracts of similar size and complexity.
• Demonstrated knowledge of Federal Government cybersecurity requirements.
• Ability to be available at the time of Call Order award and remain available throughout the base period.
• Residence within reasonable commuting distance of State Annex 17, 600 19th Street NW, Washington, DC.

Preferred Qualifications

• Master’s degree in a related field.
• Experience managing enterprise cybersecurity-tools, security engineering, SIEM/SOAR, vulnerability management, endpoint, identity, cloud security, or compliance-platform programs.
• Department of State or other Federal national-security mission experience.
• Experience leading multi-vendor tool modernization, integration, migration, configuration, lifecycle, and technology-refresh initiatives.
• Experience with service-management platforms, dashboards, automation, APIs/connectors, performance metrics, and operational governance.
• Strong executive communication, customer relationship, change-management, and technical-program leadership skills.

Compensation and Benefits

Salary Range: The anticipated annual base salary range for this position is $185,000 - $225,000. Actual compensation will be determined based on relevant experience, education, certifications, clearance status, specialized skills, work location, internal equity, contract funding, and customer requirements.
