We are building a team of experienced cleared professionals to support an anticipated Department of State cybersecurity program.

Position Summary

TLinked is seeking a senior Cybersecurity Program Manager to lead delivery of an anticipated Department of State Information Systems Security Officer (ISSO) support effort. The Program Manager will be the primary contractor point of contact for contractual, administrative, and performance matters and will direct personnel, resources, schedule, quality, risk, and customer coordination across an enterprise cybersecurity program supporting mission-critical systems.

Key Responsibilities

• Serve as the primary point of contact for contractual, administrative, and performance matters.
• Provide overall leadership, resource planning, and coordination to ensure Call Order deliverables and timelines are met.
• Interface with the Contracting Officer and Contracting Officer’s Representative to resolve issues and report status.
• Direct staffing, workload allocation, schedule management, quality control, risk management, and corrective-action execution.
• Coordinate program activities with the ISSO Lead, Deputy Program Manager, system owners, security managers, technical teams, and Government stakeholders.
• Maintain accurate status, performance, staffing, risk, issue, and deliverable reporting for Government review.
• Ensure the team performs in accordance with applicable Federal cybersecurity requirements, Department policies, NIST RMF, FISMA, and contract requirements.
• Maintain continuity of operations and provide rapid management response for priority or mission-critical activities.

Minimum Qualifications

• Current active U.S. Government Secret security clearance.
• At least 10 years of experience managing large-scale cybersecurity programs.
• Bachelor’s degree in Computer Science, Information Technology, Cybersecurity, or a related field.
• Current Project Management Professional (PMP) certification or equivalent project-management certification.
• Experience managing Federal contracts of similar size and complexity.
• Demonstrated knowledge of Federal Government cybersecurity requirements.
• Ability to be available at the time of Call Order award and remain available throughout the base period.
• Residence within reasonable commuting distance of State Annex 17, 600 19th Street NW, Washington, DC.

Preferred Qualifications

• Master’s degree in a related field.
• Department of State, Consular Affairs, Diplomatic Technology, or other national-security mission experience.
• Experience leading NIST RMF, FISMA, A&A, continuous monitoring, vulnerability management, and enterprise ISSO services.
• Experience managing geographically distributed cybersecurity teams and large portfolios of Federal information systems.
• Strong executive communication, customer engagement, conflict resolution, and proposal-to-transition leadership skills.

Compensation and Benefits

Salary Range: The anticipated annual base salary range for this position is $185,000 - $225,000. Actual compensation will be determined based on relevant experience, education, certifications, clearance status, specialized skills, work location, internal equity, contract funding, and customer requirements.
