Specialized Experience: One year of specialized experience which includes evaluating healthcare processes, systems, clinics, programs, or policies to improve the access, quality, and cost-effectiveness of healthcare delivery; utilizing financial systems, such as General Fund Enterprise Business System (GFEBS), to assist in the plan and/or execution of a budget; collaborating with medical treatment facility leaders on work-related changes to improve the efficiency and effectiveness of health care delivery processes; providing supervision, leadership, oversight, or direction to employees and their work. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Additional information
- Utilize a variety of process improvement, team facilitation, and management techniques to advocate and implement action plans for improvement to access care, productivity and customer service within a medical treatment facility (MTF).
- Oversee the mission to improve healthcare delivery processes for multiple departments within a MTF.
- Supervise and mentor subordinate staff in healthcare delivery improvements.
- Provide complex and unique technical data and analysis for high level decision support.
- Collaborate with the Deputy Commanders, Assistant Deputy Commanders, Department Chiefs and other counterparts to negotiate, determine and/or coordinate work-related changes to improve the efficiency and effectiveness of health care delivery.
- Measure access to care and make recommendations to improve and/or maintain compliance.
- Assign work to subordinates based on priorities, difficulty of assignments and the capabilities of employees.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position may require the incumbent to complete a two-year supervisory probationary period.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
- This position has mandatory seasonal Influenza vaccination requirements and is subject to annual seasonal Influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire).
