Basic Requirement for Acquisition Program Specialist, NH-0501-04:
Specialized Experience: One year of specialized experience which includes 1) Developing, interpreting financial policies and directives to advise leadership on organizational plans and resource decisions; 2) Monitoring program funds and obligation activity to ensure regulatory compliance and to support execution of approved budgets; AND 3) Coordinating and reviewing subordinate personnel work performed to ensure accurate scheduling, reporting, and completion of assignment. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03).

- Serve as the senior financial analyst providing guidance on financial policies, audit readiness, and long-range program impacts.
- Oversee budget execution and fund control, preparing commitment plans, issuing funding authority, and monitoring program obligations.
- Formulate and justify comprehensive Planning, Programming, Budgeting, and Execution (PPBE) submissions for DoD and Congressional review.
- Coordinate and prepare program justification materials and budget exhibits for senior leadership reviews and external stakeholder requirements.
- Develop financial procedures, resource plans, and workload standards to improve efficiency, compliance, and overall mission effectiveness.
- Supervise financial management personnel by assigning work, evaluating performance, resolving issues, and guiding professional development.

- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
