Job Description

We have an opening for an Outside/Inside Plant Project Lead within the Communications Engineering Group for the LivIT Systems, Networks & Technologies Program Area. In this role, you will be responsible for planning and executing telecommunications deliverables, ensuring high-quality outcomes that meet or exceed customer expectations while aligning with and advancing the strategic objectives of the Livermore Information Technology (LivIT) Program.

You will work closely with the Communications Engineering Associate Program Leader (APL) to manage external vendor relationships, engage stakeholders, assess evolving infrastructure requirements and deliver scalable, resilient telecommunications solutions. You will also work closely with the APL to facilitate a successful migration from the legacy telecommunications building to a new, modern telecommunications facility. This position is in the Enterprise Infrastructure Services (EIS) Division within the Computing Directorate, in support of LivIT.

This position requires full-time on-site presence due to the nature of the work.

You will
  • Support projects involving fiber and copper data infrastructure, including Outside Plant and Inside Plant systems; wireless infrastructure; structured cabling systems; and telecommunications and network equipment.
  • Collaborate on telecommunications efforts and execute projects prioritized by the leadership team.
  • Support program management by selecting and implementing infrastructure services that meet current and future telecommunications needs and advance the Laboratory's mission.
  • Provide technical leadership and direction to field technicians, designers, and contractors.
  • Serve as the Outside Plant/Inside Plant project lead for the telecommunications building migration, taking direction from the Associate Program Leader, raising awareness of obstacles, and facilitating the work of employees and contract labor.
  • Interact regularly with customers and project managers to understand requirements, establish deliverable priorities, provide monthly status, and triage issues as encountered.
  • Perform other duties as assigned.


Qualifications

  • Ability to obtain and maintain a US DOE Q-level security clearance which requires U.S. Citizenship.
  • Bachelor's degree in electronics, mechanical, industrial, manufacturing, computer engineering or electronics technology, or equivalent combination of education and experience in a technical or engineering field.
  • Extensive experience in the telecommunications industry, including expertise in at least 2 of the following: design engineering, Outside Plant (OSP) infrastructure, Inside Plant (ISP) infrastructure, and enterprise networking.
  • Significant experience building effective teams in highly complex telecommunications environments.
  • Highly advanced experience analyzing and resolving complex technical and operational issues using sound engineering judgment, creative problem-solving, and structured decision-making methodologies.
  • Extensive experience leading field technicians and contractors in the implementation of highly complex OSP and ISP telecommunications projects.
  • Subject matter expertise in at least 2 of the following: structured cabling systems (copper and fiber), data center and telecommunications room design, fiber optic infrastructure (including conduit systems, underground and aerial fiber, splicing, and termination), power distribution systems supporting telecom infrastructure, wireless infrastructure, carrier circuits and service provisioning.
  • Demonstrated success leading telecommunications projects, including executing project plans, identifying and mitigating risks, and accurately estimating technician labor timelines.
  • Highly advanced interpersonal, written, and verbal communication, facilitation, and collaboration skills, with the ability to negotiate, explain, and present technical concepts to diverse stakeholders, work independently, and collaborate effectively in multidisciplinary team environments.

Pay Range

$151,620 - $185,640 Annually

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting; pay will not be below any applicable local minimum wage. An employee's position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.

Security Clearance

This position requires a Department of Energy (DOE) Q-level clearance.
