Job Description
The HR Technical Specialist provides technical and administrative support for federal human resources operations, including personnel actions, benefits and compensation processing, HR systems support, and workforce reporting. This role serves as a key liaison between HR leadership and technical teams to enhance HR processes and improve ServiceNow functionality.
• Processing Personnel Action Requests, performance and cash awards, historical corrections, service computation date corrections, and separations.
• Preparing separation packages and letters, calculating and processing lump-sum payments, printing SF 1150s, and uploading documents to eOPF.
• Handling employee benefits and payroll inquiries, FEGLI corrections, SPPS submissions, service-history reviews, prior-record requests, and HCUP actions.
• Supporting Deferred Resignation Program processing, including separation tracking, package completion, payment projections, and record transfer follow-up.
• Assisting with ServiceNow implementation through knowledge articles, live testing, gap identification, development-team feedback, workflow analysis, and definition of user groups and roles.
• Creating recurring and ad hoc ServiceNow reports and dashboards for Talent Management, Employee Services, position management, workforce analytics, organizational structure, turnover, manpower, escalated caseloads, and leadership decision-making.
• Reviewing position descriptions and job-family categorizations in support of OJP consolidation activities.
• Providing programmatic support to HRD leadership and serving as a liaison between HR leadership and the ServiceNow team regarding business requirements, technical issues, constraints, and resolutions.
• Participating in CUAT preparation, EmpowHR training, workflow documentation, and process-improvement activities.
Qualifications
• Bachelor's degree with 3+ years of related experience or Associate's degree with 5+ years of related experience.
• Experience supporting federal HR operations, personnel actions, benefits, and compensation.
• Experience with National Finance Center (NFC), OPM systems, and ServiceNow preferred.
• Strong analytical, communication, and customer service skills.
• Experience with HR reporting, dashboards, and workforce analytics is highly desirable.
