Position Summary
We are seeking a highly experienced SIGINT and EW professional to provide expert guidance on policy, capabilities, and operational employment of SIGINT assets in support of the Army of 2030 and Multi-Domain Operations. This role serves as a senior advisor and integrator, ensuring SIGINT operational requirements are fully aligned with Army Programs of Record (PoR) and future ELINT/EW capabilities.
The ideal candidate brings deep operational experience, strong leadership, and the ability to coordinate across Army organizations, industry partners, and multinational stakeholders.

Essential Duties and Responsibilities
- Provide expert advice on SIGINT policy, capabilities, and operational employment to shape strategic materiel solutions for Multi-Domain Operations.
- Serve as a primary liaison with the Army Cryptologic Office, INSCOM, and other external stakeholders to ensure comprehensive alignment with SIGINT PoRs.
- Support PL EA by maintaining SIGINT military-to-military relationships and representing the program at key engagements.
- Prepare technical correspondence, point papers, and senior-level briefings.
- Maintain awareness of SIGINT operations and training activities across Europe and the Pacific.
- Conduct detailed system and subsystem analysis, architecture decomposition, requirements development, implementation, integration, and verification for ground-based ELINT and EW systems.
- Collaborate with cross-functional teams to enhance use cases, CONOPS, CONEMP, and TTPs.
- Develop innovative engineering concepts and approaches to resolve complex challenges.
- Deliver presentations summarizing project plans, progress, risks, and accomplishments for senior stakeholders.
- Work closely with engineers, analysts, and operators to ensure efficient and accurate intelligence production.
- Analyze foreign threat systems and coordinate with PL EA contractors to develop effective countermeasures.
- Provide training and technical guidance on emerging SIGINT/EW technologies.
- Stay current with industry advancements and represent PL EA at conferences and professional events.
Requirements
- Minimum 20 years of experience in SIGINT and EW operations, including at least 5 years in a leadership role.
- Minimum 15 years of military service with extensive knowledge of DoD and Army policies governing SIGINT contingency and crisis planning.
- Expert-level knowledge of DoD program management principles (PMP or DAWIA preferred), including budgeting, strategic planning, and resource management.
- Demonstrated experience in SIGINT collection, policy, intelligence oversight, analysis/production, strategic planning, budgeting, multinational operations, and capability development.
- Proven ability to integrate intelligence with operations at Army Command and Geographic Combatant Command levels.
- History of leading high-performing teams in fast-paced, deadline-driven environments.
- Strong analytical, problem-solving, leadership, communication, and interpersonal skills.
- Experience coordinating with senior Army leaders, multiple PEOs, and both PM and PdM offices.
Preferred:
- MS or Ph.D in a technical discipline
- Experience with GEOINT, MASINT, technical signals exploitation, modeling and simulation.
- Expertise in geolocation, intelligence reporting, and commonly used analysis tool suites.
- Proven ability to develop and implement innovative solutions.
- Experience working with government and military customers.
