Kentro is hiring for an experienced Senior HRIS Functional Advisor to provide part-time support to the U.S. Patent and Trademark Office (USPTO) Office of Human Resources (OHR) and its enterprise Human Resources Information Systems (HRIS) environment. This role serves as a trusted functional and technical advisor, providing hands-on support for mission-critical federal HR and payroll systems, including HRConnect and the National Finance Center (NFC) payroll system.

The Senior HRIS Functional Advisor will work at the intersection of HR operations, technology, policy, and program delivery-partnering with OHR leadership, the Office of the Chief Information Officer (OCIO), the Department of Commerce (DOC), the Department of the Treasury, NFC, and other stakeholders to resolve complex HR systems issues, evaluate regulatory and program changes, and support reliable day-to-day operations. As the individual gains deeper knowledge of the USPTO environment, contract priorities, and client relationships, the role is expected to assume broader program and team leadership responsibilities in partnership with existing contract leadership.

Location: Remote - This position can be performed remotely within the United States and will support Eastern Time working hours.

Compensation Range: The pay range for this position is $60-$70/hourly. Kentro determines compensation by evaluating current government contracting and commercial market conditions, as well as the role's specific requirements. Final salary placement within this range will be based on the candidate's relevant skills, experience, education, certifications, location, and security clearance level, where applicable.

Responsibilities

  • Serve as a primary functional and technical advisor for HR solutions supporting USPTO OHR operations.
  • Provide technical and programmatic support for USPTO-wide HR systems, including HRConnect and the NFC payroll system.
  • Oversee day-to-day HRIS operations and help ensure appropriate system access, functionality, and continuity of service.
  • Develop, implement, maintain, and communicate procedures, standards, and guidelines for HR system administration and use.
  • Provide expert guidance to OHR and USPTO leadership regarding HR systems, federal HR policy interpretation, payroll processes, and program requirements.
  • Coordinate with NFC, the Department of the Treasury, DOC, OCIO, and other internal and external stakeholders to troubleshoot system issues and implement required changes.
  • Represent USPTO, as appropriate, in interagency discussions, meetings, and working groups related to HR systems and services.
  • Analyze system issues, regulatory changes, and program requirements to identify potential organizational impacts and recommend appropriate solutions.
  • Collaborate with OHR, OCIO, USPTO business units, DOC, and other stakeholders to develop guidance, operating procedures, and system-related recommendations.
  • Establish and maintain HRIS database standards, procedures, controls, and guidelines.
  • Retrieve, analyze, validate, and report HR and system data to support operational and leadership decision-making.
  • Provide regular status updates, reports, and recommendations to program and client leadership.
  • Support organizational and system change-management activities, including assessing impacts, identifying training needs, and supporting stakeholder readiness.
  • Develop and deliver user guidance, training materials, and system-related training as needed.
  • Apply independent judgment and analytical methods to evaluate complex HR, payroll, system, regulatory, and program issues.
  • Identify opportunities to improve HR processes, system administration, data quality, and operational effectiveness.
  • Build knowledge of USPTO HRIS operations, stakeholder relationships, contractual requirements, and program priorities to support progressively broader responsibility for program coordination, client engagement, and team leadership as organizational needs evolve.
  • Perform other related responsibilities consistent with the scope of the USPTO HRIS contract.

Qualifications

  • Bachelor's degree in Human Resources, Business Administration, Information Systems, Public Administration, or a related field. An equivalent combination of education, training, and relevant professional experience may be considered in lieu of a degree.
  • Minimum of 7 years of relevant professional experience in Human Resources, HR information systems, federal HR operations, payroll, or related business systems.
  • Minimum of 5 years of experience supporting federal HR programs, personnel processing, payroll operations, HR technology, or related federal HR functions.
  • Demonstrated experience supporting HR information systems, including functional support, data analysis, troubleshooting, system administration, or business-process support.
  • Demonstrated knowledge of federal HR policies, regulations, personnel processes, and payroll practices.
  • Experience independently analyzing complex HR, payroll, policy, or system issues and developing recommendations for clients or leadership.
    Experience retrieving, analyzing, validating, and reporting HR or system data.
  • Experience working across HR, technical, business, and leadership teams to resolve complex operational or system issues.
  • Strong analytical, organizational, written, verbal, and client-facing communication skills.
  • Ability to work effectively with limited supervision and independently manage responsibilities within a part-time work schedule.

Preferred Qualifications:
  • Direct experience supporting HRConnect and/or the National Finance Center (NFC) payroll system.
  • Experience supporting HR systems or HR operations within USPTO, the Department of Commerce, or another federal agency.
  • Experience serving in a senior advisor, functional lead, deputy lead, or similar capacity, with demonstrated ability to assume increasing responsibility for program coordination and team leadership.
  • Experience coordinating with federal shared-service providers or external agencies to resolve HR or payroll system issues.
  • Experience supporting HRIS implementations, system enhancements, testing, change management, or operational readiness.
  • Experience developing HRIS procedures, standard operating procedures, user guidance, or training materials.
  • Experience representing an organization in cross-functional, interagency, or stakeholder working groups.

Clearance Requirement:
  • US Citizen or Lawful Permanent Resident (Green Card)
  • Ability to obtain and maintain the USPTO-required suitability or Public Trust determination, as applicable.
