Financial Manager

Duties

• Supervise financial professionals across budget/manpower management, organizational design, finance/accounting, managerial reporting, data analytics, AI applications, workforce/workload planning, and program analysis to optimize mission performance.
• Serve as North Atlantic Division Regional Deputy Resource Manager, directing regional financial governance via program budget committees, Technical Performance Reviews, Standard Costing reviews, and consolidated operating budget formulation.
• Participate in corporate governance meetings, advising and recommending actions regarding managerial, procedural, organizational, administrative, business, and fiscal matters.
• Direct the District's Resource Management Division and analytical staff through subordinate supervisors, managing all personnel operations and program execution.
• Serve as Career Program Manager for the Comptroller and Manpower Management career programs for careerists throughout the District.

• THIS IS A FINANCIAL MANAGEMENT Level 3 Certified position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
• This position is subject to a pre-employment drug screening, and random testing thereafter.
• A one-year supervisory probationary period may be required.

Specialized Experience: One year of specialized experience which includes (1) Exercising initiative, judgement, and technical expertise in interpreting financial management directives and policy statements; (2) Developing and adapting operating procedures, programs, and policies within a broad framework of instructions; (3) Advising the District Commander on policy matters and delivering executive updates on critical, high-visibility program operations; and (4) Directing business and financial management programs to achieve higher-headquarters metrics and directives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
