Job Description

Duties

  • Plans, organizes, and directs the activities of the Logistics Civilian Human Capital program to ensure compliance with legal and regulatory requirements meet organizational goals and objectives and meet customer mission needs.
  • Represents AF/A4PR Directorate of Resource Integrations with a variety of MAJCOM, installation, and functional area organizations. Primary Logistics program management lead responsible for total force civilian Logistics Human Capital recruitment, development, and sustainment through application of Human Resource Life Cycle Management.
  • Analyzes, develops, prepares, and presents Logistics Career Field informational and promotional material to target audiences and represents HAF/A4P at a wide variety of organizational and functional organizations, working groups, councils, or committees.
  • Serves as executive advisor on programs and initiatives for CFM, maintains cognizance on the effectiveness and status of various programs and activities by tracking and reviewing program status, metrics, reports, and results.

    • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
    • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
    • This position has been designated as a Key Career Position (KCP). The assignment will not be continuing and has an established tour limitation of 36 months as determined by the Career Field Team and Career Field Manager.
    • Employees must sign a Civilian Mobility Memorandum of Agreement including Selection, Restriction, Outplacement, Tour, and Mobility Agreement as a condition of employment. IAW AFMAN 36-606.
    • Employee must be able to obtain and maintain appropriate security level clearance.
    • May be required to work other than normal duty hours, which may include evenings, weekends, and holidays
    • Employee may be required to travel by military and/or civilian aircraft in the performance of official duties.
    • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
    • This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.
    Qualifications

    In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Logistics Management Series 0346.

    SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes mastery knowledge of thorough and comprehensive knowledge of the policies, practices, regulations, and laws concerning civilian career field management and administration, including accessions, utilization, development, sustainment, short and long-term strategic planning, data support and resource management. Comprehensive knowledge of the mission, roles, functions, organizational structures, and operation, of the Department of Defense and its organizations that govern, interface with and/or influence utilization of issues, within the logistics career field development; to include a broad knowledge and understanding of the logistics career field.

    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
    1. Knowledge of thorough and comprehensive knowledge of the policies, practices, regulations, and laws concerning civilian career field management and administration, including accessions, utilization, development, sustainment, short and long-term strategic planning, data support and resource management
    2. Comprehensive knowledge of the mission, roles, functions, organizational structures, and operation, of the Department of Defense and its organizations that govern, interface with and/or influence utilization of issues, within the logistics career field development; to include a broad knowledge and understanding of the logistics career field.
    3. Extensive knowledge and ability to apply procedures, requirements, regulations, and policies related to specialized expertise in the work of the directorate, including the ability to maintain a credibility with others on technical matters, safety and security regulations, practices, and procedures.
    4. Skill/proficiency in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of program operations.
    5. Skill in managing and coordinating complex activities, gathering facts, and using effective, analytical, and evaluative methods to accurately assess information and make sound problem solving decisions.
    6. Extensive ability to communicate effectively both orally and in writing; negotiate complex issues, prepare special studies, and staff reports, and the ability to meet emergent and/or changing program requirements within available resources.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
