Human Resource Specialist

Duties

• Serve as liaison to supervisors, partnering agencies, and installation personnel, providing guidance on civilian human resource regulations, and procedures.
• Coordinate, process, and monitor civilian personnel actions, ensuring accuracy and compliance with policy and mission requirements.
• Assist managers with hiring actions, skill/knowledge requirements, organizational changes, and position structure reviews to support mission alignment.
• Develop, analyze, and verify personnel data and reports using automated human resource systems, ensuring data integrity and supporting management planning.
• Provide guidance and oversight for performance management, ensuring timely, accurate submission of appraisals and identifying trends or issues.
• Manage employee awards and recognition programs.
• Assist with developing and delivering training, workshops, briefings, and onboarding/out-processing guidance for civilian personnel.
• Maintain time and attendance records as the department timekeeper, ensuring accurate entry and administration.

• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
• This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.

Specialized Experience: One year of specialized experience which includes assisting with processing employee human resource actions, reviewing requests for accuracy, and preparing reports for leadership. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as human resources, business management, or health administration. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
