Job Description

Duties

  • Performs a wide range of complex real property functions relating to the acquisition, management, and disposal of government real property. Utilizes knowledge of Federal, State, Department of Defense (DoD), and Air Force laws, regulations, principles, policies, and practices to resolve complex issues with unusual combinations of diverse characteristics.
  • Initiates, develops, and assesses current and potential EUL's for financial feasibility, mission impact, compatibility, and statutory compliance.
  • Leads team of cross-functional specialists including contracting, engineering, finance, community planning, public affairs and legal.
  • Acquires interest in real property and use rights involving a combination of complicating factors.
  • Negotiates and coordinates installation EUL projects with local business and community leaders, MAJCOM staff, SAF, Congressional Staffers and other State and Federal agencies.
  • Determines need for and takes actions to out-grant property.
  • Disposes of excess buildings, facilities, systems, and infrastructure or land involving significant complicating factors such as historical and cultural concerns.
  • Responsible for real property inventory maintenance, reporting, and data analysis.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions,

SPECIALIZED EXPERIENCE: Applicant must have at least one year (52 weeks) of specialized experience which is equivalent to Federal experience at the next lower grade (GS-11), level, pay band (NH-02), or equivalent (pay schedule, pay band, etc). Specialized experience is described as performing and/or advise on applying, capturing, and accounting for funds used to accomplish complicated Air Force real property acquisition, military construction (MILCON), minor construction, maintenance and repair, management, utilization, disposal, and Enhanced Use Lease (EUL) actions.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of a wide range of complex real property principles, concepts, and practices; as well as agency, state, and local government procedures, and the appropriate statutes and policies.
  • Knowledge of property disposal policies and procedures, outgrant procedures, EUL program procedures, real property asset management, local market situations, and required documentation.
  • Knowledge of policies and procedures for real property documentation and records, knowledge of common accounting and data analysis principles, and knowledge of business, financial analysis, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities.
  • Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy, as well as ability to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit.
  • Ability to plan, organize, and manage critical aspects of research, development, production, and support of EUL program.
  • Knowledge of the principles of planning and program management; common business and economic principles, theories, concepts and procedures; financial management principles and standards and applicable standard contracting regulations practices and procedures.
  • Ability to accurately assess real property values and integrate local properly values with AF and Federal
  • appraisal standards.
  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
