Job Description

Duties

  • Lead in developing and recommending acquisition/business policies and procedures for implementation throughout DISA.
  • Serves as the functional Procurement Management Reviews Lead, responsible for leading individual PMR Teams to conduct cradle to grave PMRs of DISA procurement activities and offices to ascertain compliance with Federal acquisition laws.
  • Advises and assists DISA senior acquisition personnel and policy managers, business financial managers, division chiefs, contracting officers, and other acquisition personnel.
  • Plans, directs, formulates, and follows up on all procurement management and administration policies, programs and objectives, including management of contract audit follow-ups.
  • Serves as the Contracting Officer's Representative (COR) functional program manager responsible for the overall DISA COR program to include the functional representative for the DoD COR Tool, tracking CORs, and managing COR training.

  • The incumbent must obtain Acquisition certification in the Contracting Functional Area at the Contracting Professional Functional Tier within 36 months of entry into this position, in accordance with DoD Instruction 5000.66.
  • The incumbent is required to submit a Financial Disclosure Statement, OGE 450 Executive Branch Confidential Financial Disclosure Statement.
Qualifications

Qualifications:

Basic Education Standards for positions in the 1102 series: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirements listed above apply only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent)-1102 or before September 30, 2000 are also exempt from meeting this requirement. Transcripts are required at the time of application.

AND

B. Basic Requirements for Contracting Officer Positions: In addition to meeting the basic educational requirements as well as the requirements in the table above, applicants must have:

1) have at least two years of experience in contracting positions; and

2) have completed all contracting courses required for a contracting officer for positions at the level and grade at which the person is serving. Certification at this level is sufficient to meet this standard.

Basic Requirements for Critical Acquisition Positions: The Secretary of Defense shall designate the acquisition positions in the Department of Defense that are critical acquisition positions, applicants must:

1) be eligible for GS-14, or equivalent; and

2) have completed all mandatory training requirements for Level II or III certification as prescribed by the head of the agency for progression to higher level contracting positions; and

3) possess four years of acquisition experience. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower grade level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

Waivers: With the exception of Specialized Experience, the component acquisition career management authority may waive any or all of the requirements listed in this qualifications standard with respect to any employee of the Department of Defense if the board certifies that the individual possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated job performance and qualifying experience

Time in Grade:

For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or higher grade in the Federal Service.

Specialized Experience:

For the GS-14, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-13 grade level in the Federal service, or comparable in difficulty and responsibility to GS-13 if outside the Federal service, is required.

Specialized experience is defined as evaluating, interpreting, drafting, training, and implementing agency-wide or organizational acquisition policies, procedures, and regulations OR conducting procurement management reviews, auditing contract files for compliance, or identifying systemic issues within an acquisition program to recommend corrective action plans.

In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Applicants must describe how their experience meets the competencies within the body of the resume. No separate statements addressing competencies are required.

Failure to provide SF-50 or career brief (for Armed Forces members) dated prior to October 1, 2000 will result in disqualification (this includes DISA employees).
