POSITION DESCRIPTION:
Pioneering Evolution is seeking a Tech Lead to lead day-to-day software development execution on the SyncPoint program. The Tech Lead is a senior full-stack .NET developer with proven technical leadership experience who is responsible for ensuring the team delivers planned sprint objectives on time and to quality standards. Working closely with the Chief Engineer and Product team, the Tech Lead owns technical task decomposition, developer coordination, code quality, and delivery cadence across SyncPoint sub-applications and modules.
This role is hands-on — the Tech Lead writes production code, conducts code reviews, resolves technical blockers, and sets the technical example for the engineering team. It is not an architecture role; system architecture is owned by the Chief Engineer. The Tech Lead is expected to develop a working familiarity with the DoD PPBE process, Task Planning, Navy ERP (Extender), ULOs, G-Invoicing, and PIEE workflows to inform technical decisions and support accurate delivery estimates.
Key Responsibilities:
Sprint Delivery and Team Leadership
Lead the engineering team through sprint planning, daily stand-ups, and sprint reviews; enforce scope discipline and drive on-time delivery of planned sprint objectives.
Decompose user stories and features into technical tasks and component-level design; assign work and coordinate across developers and sub-application leads.
Identify and remove technical blockers; escalate risks and schedule impacts to the Chief Engineer and Delivery Lead promptly.
Coordinate regression testing, integration testing, and deployment activities in collaboration with the Test Engineer.
Track team velocity, code quality, and technical debt; provide input to burn-down reporting.
Full-Stack Development
Design, develop, test, and maintain secure, scalable full-stack .NET solutions across SyncPoint modules.
Build and maintain RESTful APIs, backend services, and front-end components using .NET/C# and modern JavaScript frameworks.
Conduct thorough code reviews to enforce coding standards, security requirements, and architectural guidance.
Support secure development practices within Azure Government and DoD IL4 environments.
Contribute to unit, integration, and regression test development using automated testing frameworks.
Technical Coordination
Coordinate reusable components, shared libraries, and cross-cutting functionality across sub-applications.
Collaborate with the Data Engineer on data contracts, API design, and integration requirements.
Collaborate with the DevOps Engineer on CI/CD pipelines, environment management, and deployment automation.
Ensure development work aligns with security, compliance, and architecture guidance established by the Chief Engineer.
Support onboarding of new developers and promote team-wide technical consistency.
Domain Familiarity
Develop working knowledge of the DoD PPBE process, Task Planning, Navy ERP (Extender), ULOs, G-Invoicing, and PIEE workflows sufficient to support accurate technical decomposition and delivery decisions.

REQUIRED EXPERIENCE:
Bachelor’s degree in Computer Science, Software Engineering, or a related technical discipline, or equivalent professional experience.
7+ years of professional software development experience, with at least 2 years in a technical lead, senior developer, or team lead capacity.
Advanced proficiency in C# and .NET (ASP.NET Core, .NET 6/8+).
Strong full-stack development skills including REST API design, backend service development, and modern front-end frameworks (React, Angular, or equivalent).
Experience with relational databases (PostgreSQL or equivalent) including schema design and query optimization.
Demonstrated ability to lead sprint ceremonies, decompose work, and coordinate a small-to-mid-size development team.
Experience with Git-based development workflows, branching strategies, code review, and pull request processes.
Experience with CI/CD pipelines and DevSecOps practices.
Strong written and verbal communication skills; ability to communicate technical decisions clearly to peers and leadership.
DESIRED EXPERIENCE:
Experience developing applications for DoD or other federal government environments.
Familiarity with DoD financial management systems (Navy ERP, PIEE, G-Invoicing, or equivalent).
Experience with Azure or Azure Government cloud environments.
Experience with .NET major version upgrades (e.g., .NET 8 to .NET 10 or equivalent).
Familiarity with IL4/IL5, CUI, NIST 800-171, or CMMC requirements.
Experience with microservice architectures, event-driven patterns, or domain-driven design.
Familiarity with automated testing frameworks (xUnit, NUnit, Playwright, or equivalent).
Experience working on SDVOSB or small business government contracts.
