Job Description

Duties

  • Serve as the unit's Defense Travel System (DTS) Administrator.
  • Responsible for maintaining the Lines of Accounting (LOAs) and associating LOAs with the travelers and their Approving Official (AO).
  • Develop training plans and conducts initial and sustainment training for the staff and unit DTAs both internal and external to the MACOM on the use of the Defense Travel Program.
  • Budget Execution/Control. Receives, distributes, and administers funds issued to the assigned organization, to include the annual funding program, allotments, allowances, obligation authorities, reimbursable, and other funding instruments.
  • Provides advice and recommendations to program managers and staff officials on distribution of allotments and availability of budgetary funds.

  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

  • FINANCIAL MANAGEMENT Level 2 Certified position, certification requirement is a condition of employment. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes 1) Utilizing automated financial systems (such as the Defense Travel System) to input and extract data and generate reports. 2) Preparing written and oral presentations. 3) Applying budget execution procedures and techniques for budget formulation, execution, and justification. 4) Assisting with in processing and out-processing personnel with attachment/detachment from unit DTS accounts.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position,

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
