Responsibilities

Noblis MSD is seeking a Senior Navy Maintenance and Modernization Professional (with an ACTIVE Secret clearance) to support CNRMC C300 in the management, development and oversight of Naval Surface Ship Maintenance Availability policy and process. This position will enhance and extend SCORE capabilities by enhancing data generation, analysis and decision support capabilities, supporting maintenance planning and execution oversight across the Surface Navy Enterprise. Candidate location is the Tidewater Area (vicinity of CNRMC).

General responsibilities and tasking include:
  • Develop written policy drafts in support of developing Surface Maintenance guidance and requirements. Update existing policies in support of updated higher guidance and initiatives.
  • Develop strategic initiatives and implementation plans throughout the Enterprise, supported by big data analytics and predictive modeling.
  • Provide oversight of enterprise-wide process and policy alignment across RMCs, with CNRMC requirements using SCORE and other CNRMC tools to generate metrics and real-time reports for improvement.
  • Support the Waterfront Operations Community of Practice. Draft agendas, organize topics and speakers, ensure notes and action items are captured.
  • Support KSNs and working groups, representing C300 as needed
  • Develop Program Objective Memorandum (POM) papers utilizing analytics to identify resource requirements and capability gaps.
  • Participate in program development from ideation to implementation e.g. Project Management Fundamentals (PMF), Availability Risk assessment, Coast Wide Bid Playbook, Fleet Desk Guide (FDG), Navy Standard Items, JFMM review and update, leveraging available AI functionality for historical analysis and predictive analytics.
  • Serve as a pivotal resource for development and implementation of Surface Navy Maintenance and Modernization change management, focusing on Get Real-Get Better readiness initiatives through data-driven decision support.
  • Prepare Readiness To Start and 25/50/75% Flag Review materials, integrating multiple data sources through SCORE's information fusion capabilities.
  • Support Waterfront Operations in SRF-JRMC utilizing integrated data from Ship Maintenance Data Improvement Initiative (SMDII), Naval Data Environment (NDE), COSMOS, and other systems.
  • Evaluate capability of the Navy's Regional Maintenance Centers contractual oversight, depot level maintenance, workforce and logistics using available enhanced analytics.
  • Support Fleet Maintenance Activity Assessments (FMAA) on site to evaluate effectiveness of maintenance programs
  • Evaluate enterprise-wide data related to surface ship maintenance and modernization to provide analysis and presentations to senior staff.
  • Projects as assigned, including extending SCORE to support additional maintenance and modernization functions

This opportunity is a salaried position. Intermittent Travel up to 25% - CONUS and OCONUS. Work is on Government Site .

Required Qualifications

Master's degree in relevant technical field and 8 years of relevant experience, or a bachelor's degree in a relevant technical field with 10 years of relevant experience, or associate's degree with 13 years of relevant experience or high school diploma with 16 years of relevant experience.
  • Must be a US Citizen
  • Must have an active Secret level clearance
  • Must be located in the Mid-Atlantic Region and capable of working from the CNRMC facility on the Naval Station

Candidates should:
  • Have an understanding and experience with/in C300 Waterfront operations at CNRMC or an RMC.
  • Have significant knowledge and experience with Joint Fleet Maintenance Manual and the end-to-end maintenance process.
  • Be familiar with Navy maintenance and modernization NAVSEA/PAE IO/PAE Maritime/PAE Mission Systems operations and supporting commands.
  • Have knowledge of the NMP-MOM and 9090.310.
  • Be knowledgeable of CNRMC and maintenance and modernization strategic policy and process objectives.
  • Have experience on U.S. Navy ships, and with Navy Maintenance and Modernization.
  • Have RMC/NSA or Naval Shipyard experience.
  • Have experience with data analytics and visualization tools to support decision-making processes.
  • Be capable of analyzing complex maintenance data and translating it into actionable insights for leadership.

Desired Qualifications

  • Engineering Duty Officer or Engineering Limited Duty Officer Background is a plus.
  • Senior Navy leadership and command leadership (Division Head or above) positions are a plus.
  • Experience with data integration platforms.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.
