Duties

This position is being filled under AcqDemo Direct Hiring Authority (DHA).

As a Small Business Programs Chief at the NH-1101-4 some of your typical work assignments may include:
  • Serves as the principal advisor to senior leadership on the implementation and execution of DMEA's Small Business Program.
  • Directs and oversees all aspects of the small business program to achieve maximum participation of small businesses in DMEA procurements.
  • Develops and establishes strategic goals, metrics, and policies to enhance small business utilization and ensure compliance with federal regulations.
  • Conducts comprehensive reviews of acquisition strategies, solicitations, and contract awards to ensure fair consideration for small business concerns.
  • Represents DMEA at conferences, meetings, and outreach events to advocate for and promote opportunities for the small business community.
  • Analyzes program performance, prepares detailed reports, and provides briefings to leadership on small business achievements, challenges, and trends.
  • Provides training and guidance to contracting officers and program managers on small business-related procurement regulations and best practices.

Qualifications

You may qualify at the NH-04 level, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the NH-03 (GS-13) or equivalent under other pay systems in the Federal service, military, or private sector. Creditable specialized experience includes:
  • Providing expert advice and guidance on all matters pertaining to small business utilization in government contracting.
  • Developing, implementing, and managing a comprehensive small business program to ensure compliance with federal laws, regulations, and procurement policies.
  • Analyzing procurement data and acquisition forecasts to identify opportunities for small businesses, including small disadvantaged businesses, women-owned small businesses, service-disabled veteran-owned small businesses, and HUBZone firms.
  • Serving as a liaison and advocate for the small business community, conducting outreach, training, and counseling sessions to foster their participation in the contracting process.
  • Reviewing and evaluating solicitations and contract actions to ensure small business considerations are properly addressed and goals are met.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.

  • The overall salary range listed above is provided for informational purposes as it represents the full range that is applicable to current employees in this occupation/grade; however, a selectee's initial pay is always set below the maximum rate of the range.

  • Relocation and/or Recruitment incentive may be authorized if determined by the Hiring Manager to be in the best interest of the Agency.

ACQUISITION POSITION: This position requires a Defense Acquisition Workforce Improvement Act (DAWIA) Foundational - Contracting Professional level certification. This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e., start date). The selectee's inability successfully pass; or refusal to conduct the test may result in: 1) the tentative or FJO being withdrawn during the recruitment process; or 2) subsequently being removed from Federal service for failure to meet a condition of employment.
