Job Description

Duties

  • You will assist senior specialist in the negotiation and administration of contracts and orders between the Government and contractors from receipt of requirement through physical and financial completion.
  • You will assist in reviewing purchase requests for completeness and clarity.
  • You will assist in preparing pre-award documentation and solicits contractor offers under the guidance of a senior specialist.

  • DA-03 - Contracting, Practitioner acquisition certification is required, the incumbent has 36 months to earn this certification. Incumbent must obtain and maintain certification in accordance with DoD Instruction 5000.66.
  • Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66.
  • DA-02 - A Contracting Foundational acquisition certification is required, the incumbent has 36 months to earn this certification. Incumbent must obtain and maintain certification in accordance with DoD Instruction 5000.66.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position is eligible for ad-hoc/situational telework at the discretion of management.
Qualifications

FOR DA-1102-02:
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate some or all the following
  • Reviewing transactions to ensure data is correct;
  • Gathering and analyzing data to maintain logs, prepare reports and documents; AND
  • Communicate accurately/efficiently in writing.

FOR DA-1102-03:
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the DA-1102-02 pay band (GS-9/10 grade level) in the Federal service or equivalent experience in the private or public sector performing the functions listed below. Specialized experience must demonstrate some or all the following
  • Entering data into automated systems and reviewing transactions to ensure data is correct;
  • Preparing written requirements; AND
  • Read and interpret guidance and policies.

Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. Must submit transcripts with application to be considered.

NOTE:
The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.

For DA-02 - This a Defense Acquisition Workforce position that requires a Contracting, Practitioner acquisition certification. The incumbent has 36 months to earn this certification. Incumbent must obtain and maintain certification in accordance with DoD Instruction 5000.66.

For DA-03 - This a Defense Acquisition Workforce position that requires a Contracting, Foundational acquisition certification. The incumbent has 36 months to earn this certification. Incumbent must obtain and maintain certification in accordance with DoD Instruction 5000.66.

Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66. Workforce members are encouraged to earn their CLPs by completing Defense Acquisition University (DAU) Credentials. Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment. Failure to meet these requirements could result in disciplinary action and/or removal from employment.
