Job Description

Duties

  • You will provide data, information, and recommendations concerning workload and funding forecasts which may necessitate corresponding program changes
  • You will receive guidance from a senior analyst or supervisor who provides specific instructions on the methods to follow in order to analyze/prepare a wide variety of operating, progress, and financial reports on a continuing basis.
  • You will investigates variance in a timely manner and reviews with senior analyst or supervisor.
  • You will be responsible for evaluating reports generated from financial feeder systems (e.g., system interfaces, system testing, training, deployment, policies, etc.).
  • You will obtain, develop, and provide timely financial data from/to a wide stakeholder base internal and external to the organization.
  • You will support, seek and complete assigned appropriate training to actively participate in the principles of a High-Performance Organization and continuous process improvements inside/outside of the Comptroller Department.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Financial Management Level 01 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications

For the GS-09 Position :
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-07) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

1) Monitoring the execution of program financial indicators and performing detailed analysis of variances;

2) Analyzing and/or preparing a wide variety of operating, progress, and financial reports on a continuing basis to determine trends in obligations, expenses, revenue, and variances to plan;

3) Providing financial information and advice to program, product line, competency and cost center managers, budget advocates, and others in addition to reviewing budget submissions for reasonableness, accuracy, and conformance with procedures and guidelines;

4) Monitoring requirements and maintaining records to prevent coverage lapses, to identify and to investigate significant deviations from plan, and to initiate recoupment action to financially close out documents; and

5) Establishing customer orders in the financial system of record to include opening, restricting, and closing of orders.

For the GS-07 Position :
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-05) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

1) Compiling, summarizing and analyzing financial and/or budgetary information related to an organization's financial programs;

2) Formulating, justifying and executing budgets;

3) Analyzing financial and business operations to resolve problems;

4) Planning, developing and making presentations regarding complex financial matters; and

5) Developing financial reports, memorandums and other correspondence for the purpose of determining the impact of and planning for financial/budgetary and program changes.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

For the GS-09 Position :

A master's or equivalent graduate degree
or
2 full years of progressively higher-level graduate education leading to such a degree
or
LL.B. or J.D., if related

For the GS-07 Position :

1 full year of graduate level education
or
Earned a bachelor's degree with superior academic achievement (as explained on: )
