Everforth ECS is seeking an Intelligence/Targeting Mission Integrator to work in an onsite capacity at Camp H.M. Smith, HI.

Everforth ECS is seeking an Intelligence/Targeting Mission Integrator to support a Department of War customer's Agentic Networks Mission Integrator effort. The Intelligence/Targeting Mission Integrator serves as the critical link between intelligence and targeting mission stakeholders and the technical teams developing data, software, and AI-enabled capabilities. This role translates intelligence support-to-targeting workflows into actionable technical requirements and ensures solutions align with operational needs across the target development lifecycle. The integrator will lead mission integration for Entity Level Target Development.

The Mission Integrator will work across DoW and Intelligence Community organizations to improve how intelligence data is discovered, integrated, traced, and applied to Basic Target Development (BTD), Intermediate Target Development (ITD), Advanced Target Development (ATD), electronic target folders (ETFs), and targeting remarks.

The ideal candidate will get the right intelligence into the targeting workflow faster, with greater confidence, traceability, and operational relevance, while ensuring technical teams understand what to build, why it matters, and how mission impact will be measured.
  • Translate intelligence support-to-targeting, operational targeting, and related mission workflows into clear technical, functional, data, and system requirements; decompose mission threads into Agent Network capability increments, user stories, acceptance criteria, process maps, and prioritized backlog items.
  • Prioritize capability increments with Government leads based on mission value, operational urgency, technical dependencies, sequencing, and risk, while maintaining end-to-end traceability from operational need through implementation, testing, delivery, and user acceptance.
  • Evaluate technical approaches and identify architectural tradeoffs, risks, dependencies, integration constraints, and opportunities to automate manual processes, improve interoperability, and apply AI-enabled capabilities.
  • Map intelligence reporting and authoritative data sources to electronic target folders, targeting remarks, and BTD, ITD, and ATD outputs; translate doctrinal target-development standards into actionable engineering requirements and standards-based data requirements.
  • Coordinate with:
    • Intelligence, platform, and data owners to integrate all-source intelligence, commercially available information, target-system analysis, JIPOE-derived products, OMS, ETF, MARS, and other Government-designated sources and systems, including required business rules, data mappings, and authoritative inputs and outputs.
    • Fires and effects stakeholders to ensure target-development outputs support target nomination, prioritization, validation, target-list maintenance, downstream fires planning, dynamic targeting, maritime targeting, and effects synchronization while preserving required human decision authority.
  • Maintain an operational and technical understanding of the Maven Smart System (MSS) and coordinate integration of third-party platforms, authoritative data sources, command-and-control systems, fires systems, and operational tools to support interoperability and CCMD concepts of employment, including weaponeering-related dependencies and JTCG/ME or other Government-approved interfaces.
  • Coordinate:
    • Mission and technical requirements across OUSW I&S, R&E, Joint Staff J2, CCMD J2/J23/J2T, DIA, NGA, NRO, CDAO, and other Government stakeholders, facilitating collaboration among intelligence professionals, targeteers, operators, engineers, developers, data and platform owners, vendors, and Government leads.
    • User feedback, defect identification, corrective actions, and backlog refinement following demonstrations, pilots, testing, and fielding; support readiness assessments, transition, sustainment, training, and scaling across NIPR, SIPR, and JWICS.
  • Plan and support recurring synchronization events, governance reviews, and customer engagements, including agendas, read-aheads, decision-support materials, action and risk tracking, and monthly synchronization outputs; travel to CCMDs, Service components, operational units, and vendor locations as required.
  • Establish effective feedback among analysts, targeteers, users, technical teams, and leadership and identify measures of mission impact based on timeliness, data quality, traceability, interoperability, user adoption, and operational utility.
  • Define:
    • And coordinate operational requirements for AI-enabled target-development workflows, including target characterization, critical elements, vulnerabilities, collateral damage considerations, aimpoint development, weaponeering support, adjudication, quality control, provenance, confidence, validation, and cross-command deconfliction.
    • Requirements for human review, approval, override, escalation, and off-ramp actions, and translate LOAC, ROE, classification, control, release, coalition releasability, and cross-domain dissemination requirements into workflow constraints and operational acceptance criteria.
    • Auditability and provenance requirements and identify operational risks associated with agent output, false narratives, adversary information manipulation, and inadequate analyst review; recommend appropriate safeguards and mitigation measures.
  • Develop and support operational test scenarios, mission-representative evaluations, user acceptance activities, and workflow validation for capability increments, including CDAO, DIA QAF, and Joint Staff J2 JTIM-related activities as directed.

Salary Range: $180,000 - $200,000

Required Skills
  • U.S. Citizen.
  • Active DoD Top Secret/Sensitive Compartmented Information (TS/SCI) clearance.
  • Bachelor's degree in Intelligence Studies, National Security, Engineering, Information Systems, Computer Science, Data Science, or a related discipline; substantial relevant operational experience may be considered in lieu of the degree.
  • 6+ years of relevant operational, planning, or headquarters staff experience, including demonstrated experience as an action officer, planner, or effort lead.
  • Ability to work onsite at Camp Smith, HI
  • Ability to travel <50% throughout the lifespan of the Program to CONUS / OCONUS customer sites and government installations.
  • Demonstrated experience supporting the Joint Targeting Cycle at the Combatant Command, Joint Staff, U.S. Special Operations Command, or Intelligence Community level, including experience translating operational targeting and intelligence requirements into executable technical or capability-development activities.
  • Demonstrated knowledge of DoD and Intelligence Community intelligence operations and intelligence support to targeting, with experience performing or supporting target development, target systems analysis, intelligence production, or targeting operations.
  • Experience with intelligence reporting, target-development products, electronic target folders, targeting remarks, and BTD, ITD, and ATD processes and associated data.
  • Strong problem-solving and decision-making capabilities, with a proven ability to weigh the relative costs and benefits of potential actions and identify the most appropriate solution.
  • Highly developed interpersonal and oral/written communication skills, with the ability to effectively and professionally interact with a diverse set of stakeholders (from peers to end-users to executive management).
Desired Skills
  • Master's Degree.
  • Agile/PMP Certified strongly preferred.
  • Intell and Targeting development courses, with emphasis on Joint experince strongly desired.
  • Direct experience supporting a CCMD J2, J23, or J2T; Joint Staff J2; U.S. Special Operations Command; DIA; NGA; NRO; OSD; or a comparable DoD or Intelligence Community intelligence and targeting organization.
  • Hands-on experience with MSS and an understanding of how Combatant Commands employ the platform across targeting, fires, and effects workflows.
  • Experience with:
    • OMS, MARS, ETF repositories, JTCG/ME, or other Government-approved targeting, weaponeering, and mission-data systems or interfaces.
    • Intelligence and targeting data standards, data models, APIs, system interfaces, interoperability frameworks, authoritative repositories, and information-sharing environments.
    • Aimpoint development, weaponeering support, dynamic targeting, maritime targeting, joint fires, or effects synchronization.
  • Knowledge of human-machine teaming controls and responsible AI safeguards, including human review and approval, auditability, provenance, validation, explainability, and operational risk.
  • Experience supporting:
    • CDAO operational evaluation activities, DIA Quality Assurance Framework processes, or Joint Staff J2 JTIM-related workflow validation.
    • Data modernization, digital transformation, mission integration, or software-development initiatives within DoD or the Intelligence Community.
  • Ability to evaluate technical alternatives and clearly articulate mission impacts, risks, dependencies, sequencing considerations, and tradeoffs to technical and non-technical audiences.
  • Experience:
    • Working with software-development teams in Agile, DevSecOps, or product-oriented environments, including development of epics, features, use cases, measures of effectiveness, and senior-leader decision materials.
    • Developing mission workflow diagrams, process maps, data-flow models, requirements documentation, and operational or executive-level briefings.
  • Familiarity with:
    • AI and machine learning, generative AI, Agentic AI, natural language processing, entity extraction, knowledge graphs, data fusion, agentic systems, and decision-support technologies, including evaluation of opportunities to apply AI and automation to intelligence analysis and targeting workflows.
    • Cloud-based data platforms, data-integration architectures, containerized environments, or modern analytics environments used within DoD or the Intelligence Community.
