Job Description
Synchron has an exciting opportunity for a HR Program Analyst to provide personnel management support to the U.S. Navy Team Submarine organization at the Washington Navy Yard in Washington, DC. Y ou will assist Team Sub in the administration of onboarding and hiring processes for its civilian workforce. You will provide direct support to the Team Submarine's Human Resources Office and Chief Operating Officer (COO) Office.

Responsibilities:
- Onboarding
- Efficiently manage the onboarding process for new hires, prioritizing clear communication and seamless integration.
- Proactively engage with Deputy PMs, supervisors, shipmates, and new hires to provide essential onboarding information and facilitate introductions.
- Streamline the SAAR paperwork process by coordinating and submitting all required documents promptly and accurately.
- Conduct timely check-ins with new hires to address any immediate needs and ensure a positive onboarding experience.
- Coordinate the timely distribution of necessary assets to new hires, minimizing delays and enabling immediate productivity.
- Lead Process Improvement Initiatives for On/Off-boarding
- Identify, analyze, design, and implement strategic initiatives aimed at enhancing the efficiency, effectiveness, and employee experience of onboarding, hiring, employee engagement, and talent management.
- Develop and apply metrics to evaluate the success of process changes, and the on and offboarding process
- Collaborate with cross-functional teams to drive process innovations and ensure alignment with organizational goals.
- Create and maintain Standard Operating Procedures, employee job aids, templates, and training materials to support adoption and sustainment of HR/COO processes.
- Facilitate workshops, meetings, and training sessions to communicate process changes and strategic initiatives to relevant stakeholders.
- Continuously update processes and strategies to reflect changes in organizational goals, regulatory requirements, and industry standards.
- Advise COO leadership on Strategic Human Capital Initiatives
- Provide recommendations for HR/COO leadership on the development and execution of strategic initiatives related to human capital management.
- Conduct research and analysis to support strategic decision making, ensuring alignment with the organization's long-term goals.
- Project Management
- Oversee the implementation of human capital initiatives, ensuring projects are completed on time and within scope.
- Monitor and report on the progress of strategic initiatives, identifying risks and proposing mitigation strategies.
- Serve as a liaison between onboarding team and other departments within the COO, ensuring cohesive implementation of strategic human capital programs.
- Manage SAAR paperwork
- Backup for communicating with new hire and onboarding stakeholders. (Especially during this hiring surge)
- New hire asset and phone distribution coordination
- Maintaining the integrity of the data in both onboarding and offboarding lists.
- Maintain both onboarding and offboarding SOPs
- Maintaining onboarding and offboarding Sharepoint sites
- Assist with process improvement and trend analysis
- Adding offboards into the NAVSEA offboarding tracker
- Reaching out to confirm supervisors, clearances, forwarding emails, and forwarding addresses and inputting this info in the tracker
- Ensuring that we have the most up-to-date forms, contacts, and other information
- Three (3) years of direct Navy program or operations support
- 10 years professional work experience
- Proven ability to lead change initiatives in complex organizational environments.
- Strong analytical, problem solving, organization, and project management skills.
- Excellent communication and presentation abilities, with experience advising senior leadership and communicating across organizational boundaries.
- Bachelors degree
- DoW Secret Clearance
- Knowledge of Navy, NAVSEA or Team Submarine Human Capital policies and processes (this is required for full remote work location)
