The Mission Operations Department supports national intelligence mission centers by strengthening analytic capabilities, mission integration, and enterprise collaboration across complex national security challenges. The department partners closely with Intelligence Community sponsors to provide objective technical expertise, operational insight, and analytic leadership that improve mission outcomes. It delivers the data, analytic, and mission expertise required to help government partners address evolving counterterrorism challenges and advance national security objectives.

Position Summary:

MITRE's National Intelligence Division is seeking a Technical Evaluation Framework Lead to provide senior-level technical leadership supporting an Intelligence Community sponsor responsible for a complex national security mission. This role will be embedded on-site with the sponsor in McLean, Virginia, and will lead the development, implementation, and application of a comprehensive Technical Evaluation Framework for assessing the mission utility, technical value, and effectiveness of existing technologies.

The successful candidate will bring deep experience in systems engineering, technology assessment, enterprise architecture, technology portfolio management, and data-driven decision support. This individual will develop rigorous evaluation metrics and benchmarks; assess technology alignment to mission and strategic objectives; identify technical, operational, and integration dependencies; and translate evaluation results into clear recommendations for improvement, retirement, sustainment, or further investment. The role will support senior technology governance activities through decision matrices, prioritization frameworks, executive briefings, assessment reports, and other products that enable informed resource and technology-planning decisions.

The ideal candidate will combine broad technical depth with strong analytic judgment and the ability to evaluate diverse technologies across data, analytics, software, infrastructure, integration, and emerging technology domains. The individual must be able to establish repeatable and defensible evaluation methods, facilitate multidisciplinary assessments, communicate tradeoffs to senior government leaders, and operate effectively as an objective technical advisor in a complex classified environment. The role requires approximately 80-100% on-site support in McLean, Virginia.

Roles & Responsibilities:

• Lead the development, implementation, and continuous improvement of a repeatable Technical Evaluation Framework for assessing the mission utility, technical value, and effectiveness of existing and emerging technologies.
• Develop technical evaluation metrics, benchmarks, scoring criteria, and decision models that enable consistent, evidence-based comparison of technologies across mission, technical, and operational dimensions.
• Conduct and lead technology assessments, analyze alignment to mission and strategic objectives, and develop recommendations for improvement, sustainment, retirement, consolidation, or further investment.
• Assess technology, data, analytics, and integration environments to identify capability gaps, redundancies, dependencies, risks, and opportunities to improve mission effectiveness and enterprise interoperability.
• Mature technical evaluation practices through development of frameworks, models, policies, processes, standards, requirements, and repeatable governance methods.
• Develop executive decision-support products for senior technology governance forums, including assessment reports, briefing materials, decision matrices, prioritization frameworks, and technology-planning recommendations.
• Establish and maintain a reusable repository of technology evaluations, metrics, benchmarks, findings, and supporting evidence while coordinating assessments across government, MITRE, and contractor subject-matter experts.

Basic Qualifications:

• Typically requires a minimum of 8 years of related experience with a Bachelor's degree; or 6 years with a Master's degree; or 3 years with a PhD; or an equivalent combination of education and relevant experience.
• Significant experience in systems engineering, technology assessment, enterprise architecture, technology strategy, or technology portfolio management within the Intelligence Community, Department of War, or other national security environments.
• Demonstrated experience developing and applying structured technical evaluation frameworks, metrics, benchmarks, scoring models, or decision criteria to compare technologies and inform investment or portfolio decisions.
• Experience assessing technology utility, value, and effectiveness using quantitative and qualitative evidence, including evaluation of mission alignment, performance, maturity, interoperability, dependencies, risk, and operational fit.
• Strong understanding of technology lifecycles, enterprise systems integration, data and analytics environments, software and infrastructure architectures, and the relationships between technical capabilities and mission workflows.
• Demonstrated ability to translate mission and strategic objectives into measurable technical evaluation criteria and actionable recommendations for technology improvement, sustainment, retirement, consolidation, or further investment.
• Experience leading multidisciplinary technical assessments and facilitating collaboration across government, engineering, mission, data, analytics, acquisition, and contractor stakeholders.
• Strong analytic and decision-support skills, including the ability to synthesize complex technical evidence, identify tradeoffs and dependencies, and produce defensible conclusions and executive-level recommendations.
• Exceptional written and verbal communication skills, including experience preparing technical assessment reports, decision-support products, and briefings for SES-level or equivalent senior government leaders.
• Must have an active Top Secret/SCI w/Poly U.S Government issued Security Clearance. Per the U.S. Government's eligibility requirements, you must be a U.S Citizen to be considered for a security clearance.
• This position has an on-site requirement of 5 days a week on-site.

Preferred Qualifications:

• Prior experience supporting counterterrorism, national intelligence, or other mission-center environments where technology decisions directly affect operational mission outcomes.
• Experience supporting technology governance boards, architecture review boards, investment councils, or other senior decision forums responsible for technology prioritization and resource allocation.
• Experience with formal decision-analysis or systems-engineering methods such as trade studies, multi-criteria decision analysis, value engineering, technology readiness assessments, capability assessments, or portfolio optimization.
• Broad technical familiarity with enterprise data platforms, analytic environments, cloud and infrastructure services, software systems, AI-enabled capabilities, cybersecurity considerations, and integration technologies.
• Experience developing repositories, databases, dashboards, or other structured mechanisms for capturing evaluation results, metrics, benchmarks, evidence, and technology portfolio insights over time.
• Experience serving as a trusted technical advisor in an FFRDC, government, or similar objective advisory environment, with the ability to build consensus across senior mission and technical stakeholders.

$146,400 - $183,000 - $219,600 Annual
