About the position
The DPAS ICP Senior Portfolio Item Manager serves as USSOCOM's senior logistics and systems integration specialist responsible for establishing, operating, and optimizing the Enterprise Logistics Management System (ELMS) and Defense Property Accountability System (DPAS) Inventory Control Point (ICP). This position provides strategic oversight of item management, supply chain integration, inventory accountability, and logistics data management across multiple programs, organizations, and stakeholders.
The successful candidate will lead efforts to synchronize supply-chain operations, support accountable property management, manage materiel requirements, and ensure the integrity of logistics data throughout the acquisition, sustainment, and disposition lifecycle. This role serves as the principal advisor for item-management operations and logistics system integration activities supporting USSOCOM Headquarters and subordinate organizations.

About the position

Key Qualifications
Essential Duties and Responsibilities
- Lead the establishment, implementation, and operation of the USSOCOM ELMS/DPAS Inventory Control Point (ICP).
- Manage item-management processes including cataloging, stock records, demand planning, due-ins, due-outs, inventory control, and materiel accountability.
- Oversee integration of supply, maintenance, acquisition, and property-accountability functions across enterprise logistics operations.
- Provide subject matter expertise for DPAS and ELMS Inventory Control Point, Warehouse, and Property Accountability modules.
- Develop and maintain policies, procedures, and business processes supporting inventory management and logistics operations.
- Coordinate logistics system data migration, conversion, validation, reconciliation, and sustainment activities.
- Monitor inventory performance metrics and identify opportunities to improve supply-chain effectiveness and asset visibility.
- Support audit readiness initiatives, Financial Improvement and Audit Readiness (FIAR) compliance efforts, and internal control programs.
- Analyze logistics data and provide recommendations to improve operational readiness and accountability.
- Lead cross-functional teams supporting materiel management, logistics modernization, and process-improvement initiatives.
- Develop reports, dashboards, executive briefings, and decision-support products for Government leadership.
- Provide oversight, mentoring, and guidance to item-management personnel and logistics professionals.
- Ensure compliance with Department of Defense logistics regulations, policies, and accountable property requirements.
- Coordinate with Government stakeholders, program offices, maintenance activities, supply organizations, and acquisition teams to support mission requirements.

Education
- Master's degree in Logistics Management, Supply Chain Management, Business Administration, or a related business field.

Experience
- Minimum ten (10) years of combined Department of Defense, Federal Government, or comparable experience in:
- Logistics Management
- Supply Chain Management

- Minimum three (3) years of item-management experience.
- Minimum three (3) years of experience supporting Major Command (MAJCOM), Combatant Command, Service Headquarters, or equivalent headquarters-level organizations.
- Minimum five (5) years of experience utilizing logistics information systems for materiel and inventory management.
- Minimum five (5) years of experience serving as a Government or contractor team lead, project lead, or functional lead.
- Minimum two (2) to three (3) years leading medium-to-large logistics, systems integration, or organizational improvement projects.
Certifications
Required:
- Project Management Certification (PMP or equivalent).
- DAU Life Cycle Logistics Level I Certification or equivalent current certification.
