Pricing Manager / Consultant – Federal Proposals (Part-Time)
Location: Remote with occasional collaboration as needed
Type: Part-Time Consultant |$85/hour
Engagement: Flexible hours; proposal-driven with surge availability required

About The Role
GoldenTech Systems Inc. is a fast-growing 8(a) small business delivering mission-critical IT and professional services to the U.S. Department of Defense and Federal Civilian Agencies. We compete aggressively across DoD and FedCiv markets and are seeking an experienced pricing professional to strengthen our proposal submissions. This is a part-time consulting engagement ideal for a recently retired or semi-retired federal proposal pricing professional who remains sharp, engaged, and motivated to contribute to competitive federal procurements. You will serve as GoldenTech's go-to pricing resource — owning the development of compliant, competitive, and well-documented pricing volumes across our proposal efforts.

Key Responsibilities
Pricing Volume Development
Lead development of compliant and competitive pricing volumes in response to federal RFPs across DoD and Federal Civilian markets
Review and thoroughly analyze all sections of solicitations (Sections B, L, M, PWS/SOW, and applicable attachments) to ensure pricing is fully responsive and compliant
Develop detailed cost buildup models including direct labor, fringe, overhead, G&A, and fee/profit in accordance with FAR/DFARS requirements
Prepare Basis of Estimate (BOE) documentation and cost/price narratives that clearly justify pricing methodology and assumptions
Ensure compliance with Section L/M requirements and maintain a pricing compliance matrix for each pursuit
Conduct salary and market research to establish competitive, realistic, and defensible labor rates by LCAT and labor category
Apply Service Contract Act (SCA) wage determinations accurately for applicable contract types
Map internal LCATs to contract-specified or GWAC/IDIQ labor categories (e.g., OASIS+, SEWP VI, CIO-SP4) ensuring consistency across proposal volumes
Conduct Price-to-Win (PTW) analysis using FPDS, USASpending, and other available data sources to benchmark historical awards and estimate competitive pricing positions
Research incumbent pricing and competitor profiles to inform win strategy and pricing approach
Advise BD and capture teams on pricing strategy, trade-offs, and risk during gate reviews
Collect, review, and consolidate subcontractor pricing submissions for compliance, realism, and consistency
Ensure subcontractor rates and cost elements roll up correctly into the prime pricing model
Coordinate with teaming partners and subcontractors to resolve pricing questions and discrepancies
Participate in pricing strategy sessions, Pink/Red/Gold Team reviews, and proposal kickoff meetings
Work closely with the proposal manager, capture manager, BD team, and HR to align pricing with technical and staffing solutions
Support RFI and amendment responses related to pricing questions
Support Final Proposal Revision (FPR) and Best and Final Offer (BAFO) processes as needed
Assist with development of pricing-related sections of the proposal narrative
Maintain and update pricing templates, rate cards, and historical pricing data for reuse across future proposals
Stay current on FAR/DFARS updates, SCA wage determinations, and market pricing trends relevant to GoldenTech's target markets
Required Qualifications
10+ years of experience in federal proposal pricing, cost estimating, or pricing management within the GovCon industry
Deep familiarity with all sections of federal RFPs and the full proposal lifecycle
Demonstrated experience developing compliant pricing volumes for DoD and/or Federal Civilian agency procurements
Strong working knowledge of FAR/DFARS cost and pricing requirements
Experience with SCA wage determinations and their application to service contracts
Proficiency in Excel-based pricing models; ability to build and maintain complex cost models from scratch
Experience with FPDS, USASpending, and other pricing research tools
Strong written communication skills; ability to author clear and compelling cost/price narratives
Ability to commit to surge availability during active proposal periods and meet hard submission deadlines
Self-directed with the ability to manage multiple efforts with minimal oversight

Preferred Qualifications
Experience pricing on OASIS+, SEWP VI, CIO-SP4, or other major IDIQ/GWAC vehicles
Familiarity with 8(a) sole-source and competitive set-aside procurement environments
Prior experience at a small or mid-size GovCon firm (preferred over large prime experience)
NCMA, APMP, or related professional certification a plus
Experience supporting PTW analysis and competitive intelligence
